Ministries, agencies and localities urged to promote online public services

HANOI The Ministry of Public Security on October 25 held a briefing in Hanoi about implementing the project ‘Developing an Application for Population Database, Digital Identification and Authentication for the National Digital Transformation from 2022-2025, with a Vision to 2030’ (Project 06).

Chairing the briefing, Minister of Public Security Tô Lâm who is also head of the working group on the project implementation, asked ministries, branches and localities to thoroughly grasp the spirit of the Prime Minister's conclusions at the National Digital Transformation Day conference held on October 10, 2022 and actively study and implement this month's key tasks.

Lam asked the Government Office to continue to direct, inspect and guide ministries, branches and localities to promote 25 essential public services under Project 06 and 29 public services under Prime Minister’s Decision No 422 on approving the integrated online public service, provided on the National Public Service Portal in 2022.

Regarding the public service of registration of changes in land use rights, Lam asked the Ministry of Natural Resources and Environment to make a specific roadmap to replicate nationwide and connect the land database with the national population database to serve the implementation of online public services on residence and other services.

Minister Lam also asked members of the working group from the Ministry of Health to coordinate with those from the Ministry of Public Security and Vietnam Social Security promulgating regulations on the group of basic health information that is synchronised from specialised databases into individual electronic health records.

They were also asked to ensure information safety and network security for information systems of the health sector; setting up electronic health records and integrating personal health information on the VneID application.

It was reported at the briefing that a circular on connecting, sharing and exploiting information between the National Population Database and the specialised database would soon be issued as it is one of the documents given priority for the implementation of the project.

Regarding public services, ministries and branches continue to promote 21 out of 25 essential public services that go online. Accordingly, the Ministry of Natural Resources and Environment has completed the restructuring of the public service on registering changes in land use rights and ownership of land-attached assets due to changes in the information of certificate holders (name or legal documents, personal papers, address); complete the development, connection, integration, publication and provision of online public services at level 4 for this procedure on the National Public Service Portal, connected to the National Population Database.

The Ministry of Education and Training completed the online registration system for public service "University and college admission in 2022".  Up to 616,522 candidates registered on the system with an average of 5.02 options per candidate.

The Ministry of Public Security continues to coordinate to implement the model on public service sites in localities. Accordingly, from August 17 to October 21, 2022, HCM City set up three sites to introduce online public services. Specifically, a site in District 12 received 522 public service registration dossiers, a site in Nha Be District received 526 dossiers, Binh Thanh District 577 dossiers.

Three sites were set up in Can Tho City from September 6 to October 21, 2022. Specifically, Tan An Ward, Ninh Kieu District received 344 public service registration dossiers, 732 applications for electronic personal identity; Hung Phu Ward, Cai Rang District 17 public service registration dossiers, 657 applications for electronic personal identity; Tra Noc Ward, Binh Thuy District 37 public service registration dossiers and 854 applications for electronic identity.

Until October, the National Population Database was connected with the driving licences database and the Ministry of Transport’s vehicle registration database. As of October 21, 2022, the national population database officially connected with databases of 12 ministries, branches, one state-owned enterprise, three telecommunications enterprises and 14 localities.

The application of citizen chip-based ID cards has been promoted. 11,667 out of 13,063 health establishments have accepted citizen ID cards in medical examination and treatment, reaching the rate of 89.3 per cent. More than 3.97 million citizens nationwide used their citizen IDs for medical examination and treatment./.
