Administrative reform and modernization of direction to serve people and businesses

Standing Deputy Prime Minister Pham Binh Minh has just signed Resolution No. 131/NQ-CP of the Government on administrative reform and modernization of direction to serve people in Vietnam.

It is necessary to have stronger and more drastic thinking and approach in terms of administrative reform

The Government clearly stated the point of view that, it is necessary to have stronger and more drastic thinking and approach in administrative reform; inherit and promote the achieved results, valuable lessons and experiences; promote innovation, and strive to create a breakthrough. If efforts to promote administrative reform and modernize the direction are not made, there will highly be chances of "falling behind".

It is crucial to step up decentralization to reduce hierarchies and intermediaries, simplify internal administrative processes and procedures in the state administrative system, and shorten the time to handle procedures of administrative agencies in order to serve people and businesses better and better.

In order to speed up the reform of administrative procedures and modernize the method of directing and administering to serve the people and businesses, the Government requires ministers, heads of ministerial-level agencies, government-attached agencies, and the Chairmen of the People's Committees of the provinces and centrally-run cities shall directly give directions to strictly implement Resolution No. 02/NQ-CP dated January 10, 2022, Resolution No. 68/NQ-CP dated May 12, 2020, and Resolution No. 76/NQ-CP dated July 15, 2021 of the Government.

Promoting reform of management and inspection of imported and exported goods

In particular, on reforming administrative procedures, it is important to simplify regulations related to business activities in order to improve the business investment environment, improve national competitiveness. Ministries and ministerial-level agencies shall review, and propose a plan to reduce and simplify regulations related to business activities, and submit them to the Prime Minister for consideration and approval before September 30 every year.

Another duty is to immediately implement the plans to reduce and simplify regulations related to business activities approved by the Prime Minister and the decentralization plan in handling administrative procedures in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister; focus on reviewing, reducing and simplifying internal administrative procedures in the state administrative system according to the plan approved by the Prime Minister in Decision No. 1085/QD-TTg dated September 15, 2022.

Ministries and ministerial-level agencies shall assume the prime responsibility for, and coordinate with the Government Portal and relevant agencies and units in, organizing seminars and exchanging information on policies and regulations related to business activities that received attention from organizations and individuals, reflecting on difficulties, obstacles, and inadequacies in practice.
