Dialogue between VSS and Japanese businesses on October 11

On October 6, Deputy General Director Dao Viet Anh had a working session with a number of related units on the preparation for a dialogue conference between Vietnam Social Security (VSS) and enterprises with foreign direct investment (FDI) of Japan in Vietnam on the implementation of policies and laws on social and health insurance.

Previously, on September 13, the VSS issued Plan No. 2520/KH-BHXH on organizing a dialogue between the VSS and Japanese enterprises in Vietnam on the implementation of policies and laws on social, and health insurance. Specifically, the dialogue will be held on October 11, in Ba Ria-Vung Tau province, with the participation of representatives of the Japanese Embassy in Vietnam; leaders of ministries, branches, and nearly 100 Japanese enterprises in the clusters of Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Ho Chi Minh City.

The conference is organized to provide information, exchange and solve problems; as well as raise awareness, and create consensus and cohesion of FDI enterprises in the implementation of social and health insurance policies and implementing Decree No. 143/2018/ND-CP detailing the Law on Social Insurance and the Law on occupational safety and health (OSH) on compulsory social insurance for employees who are foreign citizens working in Vietnam.

Accordingly, the participants of the dialogue will be informed about the results and status of participation in social and health insurance of Japanese enterprises; the implementation of services, and IT application in the field of social and health insurance; implementation of Decree No. 143/2018/ND-CP detailing the implementation of the Law on Social Insurance and the Law on OSH on compulsory social insurance for foreign employees working in Vietnam.

After listening to the reports of the units, Deputy General Director Dao Viet Anh assessed that the preparation for the organization of the dialogue was carefully and closely carried out. Recalling lessons learned from the successful organization of the Dialogue with Korean enterprises in 2021, Anh emphasized: "Although this is the first time holding a dialogue with FDI enterprises, we have achieved significant results”.

For this dialogue, Deputy General Director Dao Viet Anh said that the conference will be held in an area with high FDI capital compared to the national average, with Japan being the largest ODA donor, the second largest investor, and the fourth largest trading partner of Vietnam. In particular, the dialogue aims to contribute to promoting and strengthening the relationship between the two sides in the field of social security, towards the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan.

“The event also contributes to strengthening the role, position, and image of the industry through external information work, contributing to raising awareness, creating consensus and cohesion of FDI enterprises in the implementation of social and health insurance policies. Therefore, it is requested that the units urgently complete the assigned tasks according to Plan No. 2520/KH-BHXH; carefully and meticulously prepare each stage to achieve the set results.", Anh noted.

Information and exchange of social and health insurance regimes and policies for Japanese and Vietnamese employees working at FDI enterprises will be discussed, as well as related issues such as the impact of new-generation free trade agreements on labor transfer, social security policies for employees; the development and draft of the social insurance agreement between Vietnam and Japan in order to avoid the double payment of social insurance and ensure the interests of employees in the two countries.

Also, the two sides will answer questions from enterprises and employees in the implementation of policies and regimes of social and health insurance, etc. In particular, on this occasion, the VSS will reward a number of typical Japanese enterprises with outstanding achievements in the implementation of the law on social and health insurance in 2022./.
