Vietnam Social Security organizes a conference to provide thematic information on health insurance

In the morning of July 8, in Hanoi, under the chairmanship of Deputy General Director of Vietnam Social Security (VSS) Dao Viet Anh, the VSS held a conference to provide thematic information on health insurance in the second quarter of 2022.

The attendants of the conference include representatives of leaders of units affiliated to the VSS, nearly 120 journalists, reporters, and editors in charge of social and health insurance at press agencies in central, Hanoi and Ho Chi Minh City.

The proportion of health insurance participants has increased dramatically over the years

Speaking at the conference, Deputy General Director of Vietnam Social Insurance Dao Viet Anh said that on June 16, 2009, the Prime Minister issued Decision No. 823/QD-TTg on making the date of July 1 every year the "Vietnam Health Insurance Day". Accordingly, Vietnam Health Insurance Day is an opportunity to promote propaganda on the Law on Health Insurance; encourage and mobilize people to participate in health insurance, towards universal health insurance; encourage and raise the awareness and responsibility of health insurance workers and health sector staff. Since then, the health insurance policy in our country has been increasingly developed and perfected in the direction of expanding and ensuring the best insurance benefits of participants. In particular, people with meritorious services, the poor, social policy beneficiaries, and children under 6 years of age have been paid attention and supported by the State in accessing and enjoying health services. Over the past time, the health insurance fund has created the main financial source and made a significant contribution to health insurance coverage.

VSS' Deputy General Director Dao Viet Anh emphasized that one of the important achievements in the organization and implementation of the health insurance policy in recent years is the remarkable growth in the proportion of health insurance participants in our country over the years. If in 2009 and 2015, the health insurance coverage reached 57% and 74.7% of the population, respectively, by the end of 2021, this coverage has reached about 91% of the population. Along with that, on average, every year, more than 100 million people receive health insurance coverage with guaranteed benefits. In the year 2020-2021, due to the impact of the Covid-19 epidemic, the health insurance fund and the state budget have contributed significantly to the remedial work and prevention of the Covid-19 epidemic, continuing to affirm the pivotal role of the health insurance policies in the national social security system.

The rights and interests of participants of social, health and unemployment insurance are prioritized

With the goal of putting the rights and interests of participants in social, health and unemployment insurance first, in the first 6 months of 2022, the VSS has closely followed the direction and administration of the Government and the Prime Minister; strengthened coordination with agencies, organizations and committees and authorities at all levels, in which, with the active companion of news agencies and press. The whole sector has been proactive, determined and strived to complete all assigned tasks; continued to ensure timely and full security benefits for participants and beneficiaries of social, health and unemployment insurance policies.

As a result, it is estimated that by the end of June 2022, there are over 17.1 million people participating in social insurance, accounting for 33.87% of the labor force in age, an increase of 6.16% compared to the same period in 2021 (in which the number of people participating in voluntary social insurance reached nearly 1.5 million people); nearly 14 million people participating in unemployment insurance, accounting for 27.55% of the labor force in age, an increase of 5.13% over the same period in 2021; over 86.8 million people participating in health insurance, reaching the coverage rate of 88.99% of the population.

With positive solutions in creating conditions and maximum support for participants to benefit from social, health and unemployment insurance policies, accumulated by the end of June 2022, it is estimated that the whole industry has fully and promptly resolved for nearly 6.3 million people to enjoy sickness, maternity, convalescence and health rehabilitation regimes; settled for about 409 thousand people enjoying unemployment insurance regimes; handled for nearly 65 million inpatient and outpatient health care services, etc.

Raise awareness and strengthen people's beliefs

Anh affirmed, to achieve the above outstanding results are thanks to the significant contributions of the team of journalists, reporters, and editors in charge of social and health insurance, as well as the effective coordination of news agencies and press in synchronously and strongly implementing communication activities, policies and laws on social, health and unemployment insurance. As can be seen, almost every day on radio, television, print newspapers, and online newspapers from the central to local levels, there are news, articles, reportages, etc. reflecting on social, health and unemployment insurance policies and activities to organize and implement these policies.

Anh hopes that the news agencies and press will continue to accompany and perform well the role of a bridge in bringing the Party's guidelines and the State's laws and policies on social, health and unemployment insurance to a large number of employees and people across the country, contributing to raising awareness and strengthening the confidence of all classes of people in the country's social security policy system.

At the conference, representatives of a number of units under the VSS provided journalists, reporters and editors with topics, including the evaluation of the impact of Decision No. 861/QD-TTg in implementing health insurance policies and solutions to maintain and develop the proportion of people participating in health insurance; current status and recommendations related to the list of drugs and medical technical services covered by the health insurance fund in order to create conditions for patients with health insurance cards to easily access during treatment; operational efficiency of the assessment information system in the management of the health insurance fund; results of one year of deploying the use of the health insurance card image on the "VssID-Digital Social Insurance" application and using the citizen identification card instead of the health insurance card for medical care nationwide.
