Viet Nam Social Security’s branch in Kien Giang Province has been told to summarise current problems related to policies on social, health and unemployment insurance and provide them to the National Assembly for solutions.
Deputy General Director of Viet Nam Social Security Tran Dinh Lieu made the order when he and other members of the Supervisory Team of the Viet Nam Social Security Board of Commissioners worked with the branch on July 15 to monitor the implementation of the policies on social insurance and health insurance.
Lieu said it aims to ensure the benefits of local people in the province.

Lieu said the provincial authorities at all levels should continue to facilitate and strengthen the State management in social insurance and pay attention to direct the implementation of policies on social and health insurance.

In the meantime, Deputy Minister of Home Affairs Nguyen Duy Thang, who led the team, told the branch to take drastic measures to overcome shortcomings in the implementation of policies on social, health and unemployment insurance.
Thang also ordered the provincial Party Committee and People's Council to strengthen the leadership and direction of State management in this field in order to implement the policies on social and health insurance, ensuring they complete the goal of providing social insurance and health insurance for all people.
Also at the meeting, Thang acknowledged the participation of the provincial People's Committee in promulgating documents and directing the implementation of policies on social and health insurance in the province.
Thereby, the branch could achieve outstanding results as the number of participants in social, health and unemployment insurance continuously increases year after year, the social insurance debt continuously decreases; the payment of social insurance and unemployment insurance benefits is synchronous, correct and transparent, he said.
However, there are some shortcomings such as some units have not strictly complied with the Law on Social Insurance; some enterprises have failed to make payments of social insurance as committed. Overspending on medical care, which is on the rise, is also one of the shortcomings, he said.
Deputy Chairman of the provincial People’s Committee Nguyen Luu Trung said that the implementation of the policies on social, health and unemployment has always been closely watched by the People's Committee and the provincial People's Council.
However, there are still shortcomings. The shortcomings include the advice of relevant departments and agencies is not appropriate, leading to arrears of social insurance, overspending of the health insurance fund; and expenditure supervision is not close to the requirements, he said.

Additionally, the bidding for medicines and medical supplies is not appropriate to the actual situation, he added.
The province will focus on directing the branch to review and advise the provincial People's Committee to take measures to strictly implement policies on social and health insurance; increasing the number of participants in social, health and unemployment insurance, he said.
It will strengthen the State management of the collection of arrears of social, health and unemployment insurance as well as procurement of drugs and medical supplies, he said.
Trung said he wanted to continue receiving the attention of the Commissioners so that the branch could better implement policies and laws on social and health insurance in the future.

The branch’s Director Tran Van Minh said in the first six months of this year, the number of people participating in compulsory social insurance and voluntary social insurance in the province reached 118,402, accounting for 15.83 per cent of the labour force.
The number of health insurance cards issued by the branch by the end of June is 1,385,921, reaching 80.01 per cent of the target.
By the end of this year, the branch will mobilise 36,035 people to participate to beat the targets of the Prime Minister and the provincial People's Committee by 2.08 per cent.
In addition, the expansion of providing online services at level 4 is implemented in accordance with the regulations of Vietnam Social Security.

Accordingly, the branch has updated and deployed 63 online services for administrative procedures under the jurisdiction of Viet Nam Social Security.
The application of information technology and the one-stop-shop administrative receiving and processing system for online public services in settling social insurance benefits for employees have been effectively implemented, thereby simplifying administrative procedures, and saving time for enterprises and employees.

As of June 2022, 180,299 social and health insurance participants have installed VssID – the digital social insurance application and used the application for examination and treatment at medical facilities.
The branch has actively advised the provincial People's Committee to direct and coordinate with the local Post Office to pay pensions and monthly social insurance allowances for beneficiaries through bank accounts.
As a result, in the first six months of this year, there was 47.75 per cent of people receiving pension and monthly social insurance allowances via bank accounts, 75.14 per cent of people receiving one-time social insurance benefits via bank accounts and 65.25 per cent of people receiving unemployment insurance through bank accounts./.VSS
