Inspections of estimation and settlement of social insurance management costs strengthened

HA NOI — Deputy Prime Minister Le Minh Khai has approved a plan to implement the National Assembly Standing Committee’s Resolution No 09/2021/UBTVQH15 dated December 8, 2021 on management costs of social insurance and unemployment insurance in the 2022 – 2024 period.

The plan is expected to prevent payment evasion, fraud and profiteering from social insurance policies.

Accordingly, relevant ministries and agencies were urged to review, develop and submit their plans to implement the resolution in accordance with the provisions of the Law on Social Insurance, the Law on Employment, the Law on Occupational Safety and Health and relevant legal documents.

Agencies have been asked to review and complete regulations on the financial management mechanism of social insurance, unemployment insurance and health insurance. Illustrative Photo

Ministries and agencies are asked to direct and guide the implementation of management costs of social insurance and unemployment insurance to ensure effective and economic expenditure.

They are also asked to promote administrative reform, improve service quality, and ensure convenience for agencies, units, businesses and people who use the insurance services.

Ministries and agencies are requested to quickly complete the National Insurance Database to make it ready for connection with the National Database on Population and legal regulations to improve the efficiency of policy management and implementation.

Ministries and agencies are also urged to timely prevent payment evasion, fraud and profiteering from social insurance and unemployment insurance policies and at the same time strictly implement the Resolution No.28-NQ-TW dated on May 23,2018 on the seventh meeting of the 12th Party Central Committee on social insurance reforms.

The Ministry of Finance shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in formulating and submitting to the Prime Minister a draft decision to replace  the Decision 60/2015/QD-TTg dated on November 27,2015 on mechanisms for financial management to social insurance, unemployment insurance and health insurance as well as management for social insurance, health insurance and unimployment insurance.

The new decision would also replace the Decision No 38/2019/QD-TTg dated on December 31, 2019 that amended and supplemented some regulations of the Decision 60.

The draft decision is required to be completed in the fourth quarter of this year.

The ministry will organise inspections and examinations relating to the financial management of social insurance and unemployment insurance but must ensure that the inspections do not overlap with the audit/inspection plans of the State Audit Office and the Government Inspectorate.

The Ministry of Labour, Invalids and Social Affairs will coordinate with relevant agencies in submitting to the Prime Minister for promulgation a list of public non-business services using unemployment insurance funds in the fourth quarter of 2022.

It will also be in charge of formulating and promulgating the prices of job placement consulting services for employees using unemployment insurance funds in the fourth quarter of 2022.

It is assigned to make economic-technical norms and prices of public non-business services using the UI fund in 2023.

The Management Council of Social Insurance is responsible for supervising the implementation of the estimate, management, use and settlement of expenses for the management of social insurance and unemployment insurance./.
