Dong Nai Social Security Office: To effectively implement dual goals

Within the framework of a business trip to social security agencies in some southern provinces, on May 4, General Director Nguyen The Manh and the delegation of Vietnam Social Security (VSS) had a working session with Dong Nai's social security agency on the results of the task performance of the provincial social security agency and directions of tasks in the coming time.

Focus on IT application

Pham Minh Thanh - Director of Dong Nai Social Security Office reported that in the context of the Covid-19 epidemic situation, which has greatly affected many aspects of life and society and had a significant impact on the fields of social, health and unemployment insurance, Dong Nai's social security agency has made efforts and promptly organized the implementation of tasks, solutions to remove difficulties and respond to the pandemic.

As a result, by the end of April 2022, the number of compulsory social and health insurance participants in the area had recovered and increased by over 15,300 compared to the end of December 2021. Besides developing participants, Dong Nai Social Security Office also focuses on processing dossiers and paying benefits in a timely and proper manner. In which, sickness and maternity benefits were settled for 685,367 people with an amount of over VND 1,010 billion (up 5.9% in number of people and 39% in amount over the same period in 2021); pays monthly pension and social insurance allowance to 62,538 people (calculated according to the payment period in May 2022) with a total amount of 298 billion VND/month.

In order to ensure the legitimate interests of employees, prevent payment evasion, arrears of social, health, and unemployment insurance and abuse and profit from health insurance funds, the social security agency has proactively conducted regular, periodical, and irregular inspections and coordinated with inter-sectoral inspection at employers, medical facilities, etc. At the same time, it coordinates with the Department of Health to organize medical treatment using health insurance cards on VssID and chip-based ID cards. Regarding costs of medical care using health insurance, in the first 4 months of 2022, the provincial social security agency had assessed 1,749,605 turns of people (inpatients had 80,124 visits, outpatients had 1,669,481 visits) with a total amount of VND 813,702 million.

Regarding the implementation of Resolution 116/NQ-CP, Dong Nai's social security agency considers this a responsibility to employees and employers, and to the home province; all employees and employees of Dong Nai's social security agency are determined to bring support policies of the Party and State to employees and employers in the fastest and most accurate way.

The application of IT in professional management activities has received special attention, considering this as one of the important tasks and prerequisites for the renewal of operation methods and modernization of the social insurance industry.

In particular, Dong Nai Social Insurance has always proactively and closely coordinated with relevant agencies to promote propaganda activities on innovation and improvement of social and health insurance policies. Propaganda activities are carried out synchronously from province to district levels in various forms; the harmonious combination between traditional and modern propaganda forms has created a evident change in the awareness and actions of all levels of party committees, authorities, organizations and individuals regarding their roles, responsibility as well as the purpose and meaning of participating in social and health insurance as well as spreading among the people about the superiority and human value of the social and health insurance policies.

Synchronous deployment of solutions

However, with the characteristics of a strongly developed industrial area, the process of participating in social and health insurance of employees in Dong Nai still has potential unstable factors, as there is still a tendency of people receiving one-time social insurance instead of continuing to participate in social insurance to receive pension later. In addition, there are still no really effective measures to handle the arrears of social and health insurance, and especially the escape of business owners, which significantly affects security and order in the area and the benefits of social and health insurance for employees. The number of people participating in voluntary social insurance has increased rapidly, but it is still a long way to achieve the annual performance target as well as the target understood in Resolution 28-NQ/TW.

To overcome the above limitation, Dong Nai Social Insurance has implemented many solutions synchronously, focusing on a number of key solution groups, specifically: Assign revenue estimates and develop participants of social and health insurance right from the beginning of the year so that relevant units can actively develop and implement plans; Direct the district-level social security agency to advise the local party committees and authorities to assign participant development targets to the commune level; Propose to promulgate plans, programs, solutions to lead and direct to accomplish the assigned targets; Based on data provided by tax authorities, develop plans to propagate and mobilize employers to fully participate in social and health insurance for employees in accordance with the law.

In order to limit the situation of employees taking leave to enjoy the one-time social insurance allowance, Dong Nai Social Insurance has promoted communication work. In particular, the agency has promptly developed and implemented a plan to propagate social insurance policies at enterprises with a large number of employees such as: Vietnam Dona Standard Footwear Co., Ltd, Dona Pacific Vietnam Co. Ltd, Dona Victor Molds MFG Co., Ltd. Thereby, it will help employers and employees see the superiority and profound humanity of social and health insurance policies. They will also be aware of complying with the law on social and health insurance, feel secure to work, and continue to participate in social and health insurance, which will limit the situation of employees taking leave to enjoy one-time social insurance benefits.

Positive changes in task performance

At the meeting, General Director Nguyen The Manh highly appreciated the results achieved by the collective of Dong Nai Social Insurance, especially the positive change in political performance and internal solidarity. As an organization implementing policies on social, health and unemployment insurance in the province, Dong Nai Social Insurance has been performing the dual tasks well, thereby, making a significant contribution to ensuring social security, while responding to the Covid-19 pandemic in accordance with the spirit of the Prime Minister.

In the coming time, the Dong Nai's social security agency will continue to advise the Party committees and local authorities and closely coordinate with departments, agencies and sectors to effectively implement policies on social, health and unemployment insurance in the locality.

The General Director requested Dong Nai Social Insurance to have specific solutions to attract new labor force participation, so that by the end of 2022, the target of developing participants in compulsory social insurance will be achieved. As for voluntary social insurance, there is still a lot of room, but the results are not high, so it is necessary to monitor and make statistics for specific assessments and appropriate plans.

Finally, they shall focus on promoting communication solutions, in order to gradually raise the awareness of people and employees in the area of actively participating in social and health insurance, limiting the status of receiving one-time social insurance, and increasing the rate of participation in social insurance. The proper, sufficient and profound awareness of the important role of policies and laws on social and health insurance will also be an effective tool for employees to promote their role of supervision and timely reflect on acts of violating the law of enterprises on social and health insurance, preventing employers from running away./.
