Ba Ria-Vung Tau's social security office: Synchronously deploying solutions, making efforts to perform assigned tasks

As one of the guiding opinions of General Director Nguyen The Manh at the meeting with Ba Ria-Vung Tau province's social security agency within the framework of a business trip to the social security agencies of some southern provinces on the results of the implementation of the tasks of the provincial social insurance agency.

Positive results

Director of Ba Ria-Vung Tau Social Security Office Pham Ngoc Son reported, over the past time, the provincial social security agency has fully and promptly implemented the directions of Vietnam Social Security (VSS) in all professional aspects; strengthened consultation and coordination to improve the effectiveness and efficiency of activities of local social security agencies.

Accordingly, the provincial social security agency has actively advised the provincial steering committee for the implementation of the social and health insurance policy to hold a meeting to evaluate the operation situation and results of the implementation of the social and health insurance policy in 2021; directions and tasks in 2022; advised on the document assigning the participant development target in 2022 to the district government. On that basis, the district-level social security agency advised the People's Committee of the same level to assign development targets for participants of social and health insurance to the commune-level People's Committee.

At the same time, the agency coordinated with the Department of Labor, War Invalids and Social Affairs to advise the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution on support to buy health insurance cards for people from 65 to under 80 years old; raised the support levels from the current 30%, 20%, and 10% to 50%, 40%, and 30% respectively (additional 20%) for voluntary social insurance participants belonging to the poor, near-poor and remaining groups. In addition, the provincial social security agency strengthened the mobilization of people whose health insurance cards are cut down according to Decision 861/QD-TTg to participate in household-based health insurance (which has mobilized 2,361 people to participate in household-based health insurance). At the same time, it actively reviewed the data provided by the planning and investment agency and the tax agency to urge businesses to participate in social insurance for employees (675 units, 2,539 employees were notified, of which 121 units have registered participation for 1,203 employees).

In the implementation of medical treatment using health insurance, the provincial social security agency has developed a plan to coordinate with the Department of Health to organize a conference to summarize and evaluate tasks regarding medical treatment using health insurance in 2021 and orientation and tasks in 2022; and has been focusing on completing the assessment of health insurance in 2021. In 2021, the agency has carried out an assessment of a number of contents about medical care costs using health insurance related to patients infected with Covid-19. Thereby, it had refused to pay the amount of more than 1.2 billion. In the first quarter of 2022, there were 490,271 visits of people undergoing medical treatment using health insurance, requesting payment from the health insurance fund of nearly 162 billion VND.

According to Pham Ngoc Son, in the first 4 months of 2022, the total revenue of the provincial social security agency is estimated at 1,893 billion VND, equaling 28.5% of the plan. The debt is about 298 billion VND, equal to 4.5% of the receivables. Regarding compulsory social insurance, there were 206,214 participants, reaching 91.59% of the plan. Regarding health insurance, there were 988,979 participants, reaching 92.6% of the plan. The proportion of the workforce participating in social insurance is 36.2%, while the target assigned by the provincial people's committee in 2022 is 38%. Health insurance coverage rate reaches 84.09% of the population, while the target assigned by the provincial people's committee in 2022 is 92% compared to the end of 2021, a decrease of 28,329 people.

Remove obstacles, ensure the interests of participants

Also at the meeting, the representative of Ba Ria-Vung Tau Social Insurance mentioned a number of difficulties and problems in the settlement of support entitlements according to Resolution 116/NQ-CP and the development of health insurance participants, especially those who have been cut off from financial support for participation in health insurance according to Decision 861/QD-TTg. At the same time, it is recommended that VSS continues to propose central ministries and branches to study whether the policy of continuing to support the purchase of health insurance for people in the group that are no longer supported under Decision 861/QD-TTg. VSS is also suggested to soon amend the Law on Social Insurance in the direction of supplementing short-term regimes, adding health insurance benefits when participating in voluntary social insurance, adjusting the conditions for enjoying retirement benefits in the direction of gradually reducing the number of years of minimum payment from 20 years to 15 years, and increasing participant support level.

In addition, in the period from January 1, 2004 to September 30, 2019, employees working in Con Dao District are entitled to a 50% attraction allowance according to the provisions of Joint Circular No. 10/2005/TTLT-BNV-BLDTBXH-BTC dated January 5, 2005 of the Ministries of Home Affairs, Labor-Invalids & Social Affairs, and Finance. As of October 1, 2019, this support is no longer available. On December 13, 2020, the Provincial People's Council issued Resolution 16/2020/NQ-HDND on support policies for officials and employees working in Con Dao district, who are entitled to salaries from the local budget and support levels of 2,300,000 VND/person/month (not supported for vertical units). In order for the sector's employees working in the island district to somewhat reduce difficulties and feel secure, on the basis of the local level of support, the provincial social security agency recommends that the VSS continue to support the employees of the Con Dao Social Security Office.

Concluding the meeting, General Director Nguyen The Manh highly appreciated a number of results achieved by the provincial social security agency in recent years, especially the initiative in performing tasks and giving directions. Ba Ria-Vung Tau Social Insurance shall continue to synchronously deploy solutions and make efforts to perform assigned tasks. In which, it is necessary to strengthen consultation work, closely following the direction of the Provincial Party Committee and the Provincial People's Committee in order to mobilize the participation of the whole local political system in the implementation of social and health insurance policies; to implement policies to support the contribution level as motivation for participants. At the same time, referring to the difficulties and problems of the provincial social security agency mentioned at the meeting, Manh said that the VSS will consider, make proposals and resolve them in the shortest time./.
