VSS to strengthen coordination with VCCI to support employees and employers in restoring production and ensuring social security

HÀ NỘI — The Ministry of Labour, Invalids and Social Affairs, the Vietnam General Confederation of Labor, the Vietnam Social Security, the Vietnam Chamber of Commerce and Industry and the Vietnam Association of Small and Medium Enterprises on March 12 signed a coordination agreement on the programme to support employees and employers, develop the labour market and ensure social security.

Speaking at the signing ceremony, Minister Dao Ngoc Dzung said that recently, the ministry coordinated with relevant ministries, branches and agencies to propose and submit to the Government many unprecedented policies to support workers and employers who have faced difficulties due to the COVID-19 pandemic.
The ministry also promptly advised, warned and proposed measures to prevent disruption of the labour supply chain, quickly recover and stabilise the labour market; actively researched and proposed to the Central Government and the National Assembly measures and policies to recover and ensure social security to respond to the impacts of the COVID-19 pandemic.
However, due to the pandemic, some businesses and employees were still facing many difficulties, he said.
Due to the need to cover daily expenses or the influence and manipulation of some people, many employees have switched to enjoying lump-sum social insurance payments, affecting the guarantee of sustainable social security for their families and the stability and long-term development of the labour market, Dzung said.
Therefore, implementing the Prime Minister's direction on strengthening measures to support the connection of labour supply-demand and speeding up the recovery of the labour market, meeting labour demand of enterprises and business organisations, the labour ministry, the Vietnam General Confederation of Labour, the Vietnam Social Security, the Vietnam Chamber of Commerce and Industry (VCCI) and the Vietnam Association of Small and Medium-sized Enterprises held a meeting to discuss economic issues and support for workers, Dzung said.
The coordination programme is expected to provide solutions to support employees and employers affected by the pandemic as well as develop labour market and ensure social security, Dzung said.

Under the coordination programme, the agencies would implement and ensure the progress of tasks and solutions for socio-economic recovery and development following Resolution No 11/NQ-CP of the Government.
They also join in developing harmonious, stable and progressive industrial relations in the new situation.
They would work together to ensure a good connection of labour supply and demand and sustainable labour market development, and timely supply of qualified labour to the market.
They also continue to effectively implement social security and social welfare policies, especially social insurance policies, to ensure sustainable social security for employees.
Based on the purpose and content of the coordination program, tasks, and annual plans, leaders of ministries, branches and associations assign standing agencies to coordinate with functional units to develop specific action plans each year.
The agencies direct the respective vertical units at the provincial level based on the specific conditions and tasks of the locality to develop and implement an appropriate coordination programme.

General Director of Vietnam Social Security Nguyen The Manh said the cooperation program signed by the five parties signed was the result of close and effective coordination.
“This is a solid basis for coordination between the parties to always be in the best and most effective state, making an important contribution to maintaining the labour supply, helping to restore and boost production activities quickly,” Manh said.
He also said that, with the role and responsibility of being the agency to organise the implementation of social insurance, unemployment insurance and health insurance policies and regimes, the entire social insurance industry was focusing and implementing support policies, with the motto of bringing policies to enterprises and employees in the fastest and most convenient way; thereby promptly implementing support packages with thousands of billions of dong to employees and employers.
Manh added that Vietnam Social Security closely coordinated with ministries, branches, news agencies and newspapers to focus on promoting diverse and flexible communication activities so that employees can clearly understand the need, role and meaning of the social insurance policy, particularly about the long-term benefits of participating in social insurance.
