Enhancing efficiency of online public services to support people and businesses

Prime Minister (PM) Pham Minh Chinh requested ministers, heads of ministerial-level agencies, and chairmen of the People's Committees of the provinces and centrally-run cities to direct their attached agencies and units to focus on promoting economic reform of administrative procedures, reducing and simplifying regulations related to business activities, renewing the implementation of the one-stop-shop mechanism in handling administrative procedures.

Considering the Report of the National Private Economic Development Research Board and the PM's Advisory Council on Administrative Procedure Reform on the current situation of providing and implementing administrative procedures in the context of the COVID-19 pandemic, PM Pham Minh Chinh has the following directives:
Ministers, heads of ministerial-level agencies, chairpersons of People's Committees of provinces and centrally-run cities shall direct their attached agencies and units to focus on promoting administrative procedure reform, reducing and simplifying regulations related to business activities, innovating the implementation of the one-stop-shop mechanism in handling administrative procedures and conducting administrative procedures in the electronic environment, ensuring completion on targets assigned by the Government and the PM; at the same time, study and absorb the recommendations summarized in the Report to improve the efficiency of online public service delivery and provide practical support to people and businesses in the context of the COVID-19 epidemic.
PM directs to promote connection activities, data sharing, formation of shared data, and online public service provision between the National Public Service Portal and the Public Service Portal of ministries and sectors with people-centered and business-centered one-stop software system of localities on the basis of restructuring processes and procedures, creating facilitation for users, and overall review of relevant legal regulations to convert the form of implementation from face-to-face to online.
The Ministry of Labor, War Invalids and Social Affairs shall continue to assume the prime responsibility for, and coordinate with relevant ministries and agencies in reviewing and evaluating practices, clarifying limitations in regulations and enforcement related to the settlement of administrative procedures to support employees and employers in the context of the COVID-19 epidemic; effectively implement supportive guidelines and policies, contributing to promoting security, and bringing motivation to efforts business recovery and development.
The Government Office shall assume the prime responsibility for, and coordinate with ministries, branches and localities in promoting supervision of the implementation of administrative procedure reform, providing online public services in association with specific reform targets, strengthening accountability of relevant agencies to evaluate the actual performance of ministries, branches and localities; upgrade and complete the system of receiving and handling complaints and suggestions from people and businesses on the National Public Service Portal.
The Ministry of Home Affairs shall coordinate with the Government Office and relevant ministries and agencies to study and advise the PM on forms of reward and discipline to create motivation, ensure the seriousness and effectiveness of administrative procedure reform, creating favorable conditions for people and businesses.
