Urgently deploying solutions to increase revenue and develop participants of social and health insurance in 2022

On February 11, Vietnam Social Security (VSS) held a meeting to discuss solutions to promote revenue management in 2022. General Director of VSS Nguyen The Manh chaired the meeting. Manh emphasized that it is necessary to urgently implement solutions to increase revenue and develop participants of social and health insurance in 2022.
At the meeting, Duong Van Hao - Director of the Department of Social Insurance Book and Health Insurance Card (VSS) stated that, in 2022, the target assigned to the whole industry on developing participants of social and health insurance and the collection targets saw a high increase compared to 2021. Besides, various new and changed contents are available; for example, the poverty line increased, leading to an increase in the number of voluntary social insurance contributions; or as with the implementation of collection of social insurance with foreigners contributing to the long-term fund (retirement, survivorship).

In order to ensure the initiative and promote the effectiveness of implementation from the beginning of the year, Hao suggested that the collection agency system should be reorganized as soon as possible (according to the provisions of Decree 89/2020/ND-CP dated August 4th, 2020, the Government stipulates the functions, tasks, powers and organizational structure of VSS), accordingly developing a system with service organizations participating in the collection of voluntary social insurance and household-based health insurance.
In addition, the efficiency of organizing customer conferences shall be further improved at the beginning of the year according to the plan that the social security agency signed a contract with, and coordinated with the implementing units; in which, the content of work and responsibilities of the parties are clearly defined; flexible promotion of both face-to-face and online forms, focusing on the efficiency achieved, etc.
According to Hao, the regulations and process of collecting and developing objects will be revised to ensure that people and businesses can access and carry out administrative procedures online and use more public services; people will be able to conduct online payment of voluntary social insurance, family health insurance contributions anytime, anywhere.
It is proposed to strengthen the contingent of service staff, further improve the quality of advice in the field of revenue management and development of participants of social and health insurance; arrange and rotate the staff to ensure that there is a process of accumulating experience, grasping and understanding business processes in practice.
In addition, the Director of the Department of Social Insurance Book and Health Insurance Card also suggested that it is necessary to be more active in removing problems in professional software related to revenue management, upgrading features to meet set out requirements.
At the meeting, leaders of professional units of VSS also exchanged and discussed solutions to overcome existing limitations, further improve the effectiveness of collecting and developing social and health insurance cardholders.
The consensus is that the task of collecting and developing participants of social and health insurance in 2022 is under heavy pressure and it is crucial to implement drastic solutions right from the first months of the year to ensure the progress and requirements set for the whole year.
Based on the report and request of the Department of Social Insurance Book and Health Insurance Card, Deputy General Director of VSS Tran Dinh Lieu emphasized that it is necessary to soon develop and issue a regulation on the operation of collection agents in accordance with Decree No. 89/2020/ND-CP, creating conditions for social security offices of provinces and cities to proactively and immediately implement. Regarding the organization of customer conferences, detailed and specific instructions are also needed to ensure that the units come to an agreement and soon implement.
Regarding the completion of software related to revenue management, Deputy General Director Pham Luong Son requested relevant units to soon coordinate closely with the IT Center to advise on allocating funding resources through which to deploy software upgrade projects to meet current operational requirements.
Deputy General Director Le Hung Son said that units need to closely follow the process of amending the Law on Social Insurance to ensure that they advise on developing appropriate regulations on collection agents, thereby agreeing with the content of the regulations that will be issued.
Emphasizing the difficulties and challenges with the development of voluntary social insurance as well as compensating for the decrease in the number of health insurance participants due to the PM's Decision No. 861/QD-TTg approving the list of communes in Region III, Region II and Region I in ethnic minority and mountainous areas in the 2021-2025 period, Deputy General Director Dao Viet Anh suggested that research is needed to develop a mechanism to increase the support level for social and health insurance participants.
On the basis of opinions discussed at the meeting, General Director of VSS Nguyen The Manh directed to urgently implement solutions to increase revenue and develop participants of social and health insurance in 2022. In the next week, leaders of VSS will organize an online meeting of the whole sector on this content, thoroughly grasping the requirements and tasks set out for each district-level social security agency.
Regarding improving the quality of consultants as well as staff in charge of collection management and development of participants of social and health insurance, the VSS party committees will have a meeting and come to an agreement on the issuance of a separate resolution on this content. In addition, it is necessary to strengthen and complete regulations on functions and tasks of district-level professional departments and social security agencies with specific criteria to meet practical requirements, the General Director emphasized.
Regarding the activities of collection agents, based on the opinions of the units, the General Director directed the Department of Social Insurance Book and Health Insurance Card to finalize the draft regulation, adhere to the guiding spirit in Decree 89/2020/ND-CP of the Government, and soon promulgate to ensure uniform deployment to 63 provinces and cities.
Emphasizing the role of local authorities, especially with the People's Committees of communes, the General Director asked professional units to research to issue unified guidelines for the development of coordination regulations and appropriate support mechanisms, ensure the enhancement of the role of party committees and local authorities in developing social and health insurance participants.
With the organization of customer conferences, the General Director requested early guidance to clarify the content, that the ultimate goal is to develop and increase the number of social and health insurance participants, quantify quality criteria, with a specific number on each demand.
In the spirit of diversifying service organizations participating in the collection of voluntary social insurance and household health insurance, it is necessary to study and develop regulations to ensure that they increase competitiveness and improve efficiency; a mechanism is also needed to encourage long-term participation, he emphasized.
