Overcoming difficulties, the whole Vietnam's social insurance industry had completed the assigned tasks, well serving the participants of social and health insurance

In 2021, the situation of the Covid-19 epidemic continues to have complicated developments, severely affecting all socio-economic aspects of our country. In that context, the implementation of social, health and unemployment insurance policies of Vietnam's social insurance industry has also faced various difficulties and challenges. However, with efforts and creativity, the whole Industry has successfully completed the assigned tasks, promoting the pivotal role in the social security system of the social, health and unemployment insurance policies to help millions of people and workers to overcome difficulties and stabilize lives.

On the occasion of entering the new year 2022, General Director of Vietnam Social Security (VSS) Nguyen The Manh gave the VSS Portal an exchange and sharing of outstanding results and efforts of the Industry in the past year.

General Director of VSS Nguyen The Manh: On December 8, 2021, Prime Minister Pham Minh Chinh had a meeting with the VSS. At the meeting, the Vietnamese social insurance industry was praised by the Prime Minister for the results achieved in 2020 and 2021, which are reflected in a number of outstanding work areas such as:

Firstly: It has closely followed the guidelines, policies and directions of the Party, National Assembly, Government and Prime Minister; closely coordinated with ministries and branches in formulating and perfecting policies on social, health and unemployment insurance; in particular, it has coordinated to submit to competent authorities for promulgation and seriously organized the timely and effective implementation of policies to support employees and employers affected by the Covid-19 epidemic.

The VSS industry has promptly and effectively implemented policies to support employees and employers heavily affected by the Covid-19 epidemic.

Secondly: It has actively implemented Resolution No. 28-NQ/TW dated May 23, 2018 of the Party Central Committee, achieving numerous set goals; The coverage of social and health insurance has been increasingly expanded, in which the participants of voluntary social insurance exceed the targets set out in Resolution No. 28-NQ/TW, and health insurance basically fulfills the goal of universal coverage.

Thirdly: The management of the Social Insurance Fund ensures safety, sustainability and efficiency, contributing to socio-economic development and macroeconomic stability.

Fourthly: The inspection and examination has been focused on, reforming methods of implementation, bringing positive effects, improving the compliance with the law on social, health and unemployment insurance.

Fifthly: There have been great efforts in implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee, reducing focal points at departmental levels and leadership positions at both central and local levels (decreased 2,168 payrolls, 10% compared to the assigned payroll in 2016) according to the target in Resolution No. 39-NQ/TW of the Politburo.

Sixthly: It is one of the leading agencies in information technology application; has timely and effectively deployed online public services, electronic payments, electronic transactions, connecting, solving administrative procedures on the National Data Axis, deploying the application of VssID - Digital Social Insurance. The electronic database system of the VSS has effectively supported epidemic prevention activities over the past time.

The VSS has achieved numerous positive results in IT application, digital transformation to serve participants of social, health and unemployment insurance.

Those results were obtained from the attention and direction of the Party, National Assembly, Government and Prime Minister; the participation and coordination of ministries, branches and localities in the implementation of social and health insurance policies. As the agency assigned to implement these policies, the VSS has focused on, decisively and creatively implemented and concretized assigned targets and tasks; promptly developed detailed and flexible operating plans and scenarios, suitable to the situation of epidemics and natural disasters, especially in the situation of the Covid-19 pandemic in the past two years. The whole Industry has also maximized the foundation and intrinsic strength of staff resources, facilities, technology application, digital transformation, creating the most favorable conditions for the people to timely and fully enjoy benefits; promoted and strengthened the solidarity, responsibility, determination, and efforts to overcome difficulties and challenges of civil servants, public employees and workers in the whole Industry.

Reporter: In 2021, in addition to regular jobs, the Vietnamese social insurance industry has implemented a great number of "unprecedented" support policies to employees and employers facing difficulties due to Covid-19. Could you provide the results and evaluations of these policies?

General Director of VSS Nguyen The Manh: Faced with the complicated developments of the Covid-19 pandemic, especially the fourth outbreak, as an agency implementing the regimes and policies of social, health and unemployment insurance, In 2021, the VSS continued to proactively propose and participate in coordination with relevant ministries and branches to promptly submit to the Government and the Prime Minister for promulgation policies to support employees and employers facing difficulties due to the Covid-19 pandemic, including: Resolution No. 68/NQ-CP dated July 1, 2021, Decision No. 23/2021/QD-TTg dated July 7, 2021, Resolution No. 126/NQ-CP dated October 8, 2021; especially Resolution No. 116/NQ-CP dated September 24, 2021, Decision No. 28/2021/QD-TTg dated October 1, 2021 on policies to support employees and employers from the Unemployment Insurance Fund, etc.

In implementing policies, leaders of the VSS have continuously given timely and drastic instructions throughout the system; especially highlighting the role, responsibility and initiative with the motto of taking the people, employees, and employers as the service center; also, cutting down the processing time for documents to the maximum, with procedures cut down from 5 days to no more than 01 working day, etc. so that support policies can reach employees and employers in the earliest and most effective way. The effective implementation of support policies on social and unemployment insurance by the Vietnamese social insurance industry has contributed to solving difficulties for employees, helping businesses have more conditions to restore and maintain production activities and repel the epidemic. Covid-19, soon stabilize the economy - society and people's lives.

Reporter: According to the forecast, the Covid-19 epidemic in 2022 will continue to undergo complicated and unpredictable developments; at the same time, the Vietnamese social insurance industry also needs to implement new targets and tasks in the coming year. Could you tell us about the industry's goals and solutions in 2022?

General Director of VSS Nguyen The Manh: It can be seen that the Covid-19 epidemic continues to develop complicatedly, dangerously and unpredictably; the risk of spreading, outbreaks of the pandemic still exists; the operation of economic centers, production and business of enterprises, especially industrial zones, provinces and big cities have been facing difficulties; the labor supply chain has been heavily affected by the impact of the pandemic; the lives of employees and people facing difficulties, especially informal workers, due to work suspension, resignation, or even job loss, will directly affect the performance of the sector's tasks when implementing security policies…

Those issues require the Vietnam's social insurance industry to have a flexible and appropriate adaptation plan; continue to innovate the method and operation of the system, especially continue to promote the application and use of technology, digital transformation to improve the quality and efficiency of the organization and implementation of policies and regulations on social, health and unemployment insurance in the new situation, in order to improve the quality of service to people, businesses and participants.

Continue to innovate contents and forms of communication on social, health and unemployment insurance policies

In the year 2022, the VSS has determined to highly concentrate, make the best efforts, complete the assigned targets and plans; effectively implement the prevention of the Covid-19 epidemic (ensuring in accordance with the direction of the Party, the National Assembly, the Government and the Prime Minister).

- To regularly review, develop, and promptly detect, propose and recommend to amend inadequacies, perfect policies and laws on social insurance and health insurance; strengthen decentralization, decentralization, clearly assign people, clear tasks, clear responsibilities, clear results, personalize responsibilities and strengthen supervision and inspection of the organization and implementation of tasks.

-  To actively and closely coordinate with ministries and sectors to provide timely and best support for the prevention of the Covid-19 epidemic according to their assigned functions and tasks; proactively resolve difficulties and obstacles for businesses and people; synchronously implement solutions to enhance social security assurance, especially for the disadvantaged, people and employees facing difficulties due to the Covid-19 pandemic; unify the guiding viewpoint throughout "taking the people, businesses as the subject, the service center".

- To focus on promoting digital transformation, making the most of the foundation and resources of staff, facilities and information technology in the management and professional activities of the VSS industry to serve businesses and citizens.

- To further innovate the content, form and method of communication, ensuring practicality, efficiency, focus, diversity, flexibility in accordance with the characteristics of each region, customs and habits, cultural traditions, psychology of each population group; focus on promoting the advantages of modern, multi-media forms and methods of communication in the internet environment and social networks; ensure that people have the best access to all information on social insurance and health insurance policies.
