Exchanging experiences, connecting and sharing information between Vietnam Social Security and Vietnam Bank for Social Policies

On November 22, in Hanoi, Vietnam Social Security (VSS) had a meeting with the Bank for Social Policies (VBSP) on exchanging, connecting and sharing information on databases, IT applications, and digital transformation.

Attending the meeting, on the side of VSS, there were Deputy General Director Tran Dinh Lieu, leaders of affiliated units in charge of: IT, Fund Investment, Legal, Finance-Accounting, etc. On the side of the Bank for Social Policies, there were Deputy General Director Hoang Minh Te; leaders of the Credit Committee for the Poor, Legal Department, etc.

At the meeting, Deputy General Director of VBSP Hoang Minh Te said that the VSS is considered as one of the leading government agencies in IT application, digital transformation, and one of the the agency taking the lead in building a database including the national database on insurance, connecting and integrating various services on the National Public Service Portal, bringing numerous benefits in reform of administrative procedures, creating conditions for enterprises and employees when participating in and enjoying social, health and unemployment insurance policies.

"Based on actual work needs, the VBSP would like to have the VSS share experience, implementation methods, and support methods of connecting and sharing data for VBSP to research and also, connect and share information on the national database on insurance, thereby, helping the VBSP to perform the tasks assigned by the Government well, avoiding taking advantage of policies or profiteering behaviour." - Mr. Te said.

Talking about sharing experiences, connecting and sharing information, Deputy General Director Tran Dinh Lieu said that grasping the trend of digital transformation that is taking place strongly globally and the direction and strategy of digital transformation, in the past years, the VSS has been investing in building and perfecting the industry's IT system in the direction of e-Government towards a digital, integrated, national-level, modern, international-standard, customer-oriented government, with high-level automation business processes, operated by professional, high-quality IT human resources, meeting the requirements of ensuring national social security and serving people and businesses better and more comprehensively in the field of social and health insurance.

Currently, the entire VSS industry has nearly 30 application systems; manages a database of nearly 98 million people, corresponding to nearly 28 million households nationwide; more than 20 thousand accounts of public servants and employees in the industry with high frequency of access, exploitation and use to perform the industry's operations; connects with more than 12,000 health facilities and more than 500,000 organizations and enterprises using public services nationwide and ministries and branches. The industry's database is standardized to serve the task performance of the industry.

"Implementing Decree No. 43/2021/ND-CP dated March 31, 2021 of the Government stipulating the national insurance database, this is one of the six important national databases, prioritized for deployment by the Government, the VSS is assigned to be the governing body of the national insurance policy. Currently, social insurance is connecting with relevant ministries and sectors and actively implementing this task," said Mr. Lieu.

Deputy General Director Tran Dinh Lieu also emphasized that the VSS, as an organization implementing social security policies, is ready to connect and share data with state agencies as directed by the Government and in accordance with the regulations on the order of data connection and sharing.

At the meeting, the VBSP's representatives proposed to be supported in providing personal information, households, and employers; methods of connecting and sharing data between the two industries; also, they proposed the implementation sequence, coordinated the implementation.

Concluding the meeting, Deputy General Director Tran Dinh Lieu highly appreciated the spirit of cooperation and connection of the VBSP towards the common goal of best serving the people and social security. He also assigned the professional departments to connect and coordinate with each other to reach consensus and report to the General Directors of the two branches to develop the Regulation on coordination, with a view to connecting and sharing information and data in accordance with provisions of the law.
