Massive goals on administrative reform of Vietnam's social security industry to 2030

General Director of Vietnam Social Security (VSS) Nguyen The Manh has just issued Plan No. 3035/KH-BHXH on the implementation of the Master program of state administrative reform for the period of 2021 - 2030 of Vietnamese social security industry.

Accordingly, in this period, the whole sector will continue to promote synchronous and unified administrative reform in the following areas: administrative procedures, organizational structure, civil service regimes, public finance and building and developing e-Government, digital Government, in which, focuses on building a professional, capable and qualified contingent of officials, civil servants and public employees of Vietnam's social security industry to meet the requirements and tasks, building and developing the e-Government and digital Government.

Specific goals include:

1. Regarding administrative procedure reform:

a) By 2025:

- Reduce and simplify at least 20% of regulations and cutting at least 20% of compliance costs related to business activities in documents that are in effect by the end of May 31st, 2020.

- Complete the renovation and implementation of the one-stop-shop, interlocking one-stop mechanism in handling administrative procedures in the direction of improving service quality, regardless of administrative boundaries, and increasing the application of information technology (IT), reduce travel time, social costs and create favorable conditions for people and businesses;

- Online payment rate of administrative procedures with financial obligations reaches 30% or more;

- 100% of administrative procedures under the settlement competence are received and resolved

Administrative procedures do not depend on administrative boundaries, except for cases where administrative procedures require field inspection, assessment, examination and appraisal at the establishment;

- 100% of records and papers of administrative procedure settlement results are digitized; data is connected and shared for administrative procedure settlement;

  - The level of satisfaction of people and businesses about handling administrative procedures reaches at least 90%.

b) By 2030

- Simplify unnecessary, unreasonable and illegal documents, forms and processes of administrative procedures in the fields of social, health and unemployment insurance;

- Online payment rate of administrative procedures with financial obligations reaches 50% or more;

- Satisfaction level of people and businesses in handling administrative procedures reaches at least 95%.

2. Regarding organizational reform

Arrange the organizational apparatus of Vietnam's social security industry in the direction of streamlining, professionalism, modernity, effectiveness and efficiency, meeting the requirements of reform and modernization of Vietnam's social security industry, ensuring the proper implementation of the Party's viewpoints and policies, and the State's laws; suitable to the actual situation, meeting the requirements of the task; combine staff downsizing with the arrangement and streamlining of the apparatus; strive to complete the goal of building a professional, modern, effective and efficient apparatus of Vietnam's social security industry to 2030.

3. Regarding civil service reform

Restructure the contingent of civil servants, public employees and workers; improve the quality of the contingent of civil servants and public employees in terms of qualifications, capacity and qualities; uphold the sense of responsibility and sense of administrative service in the process of performing tasks.

4. On public finance reform

a) By 2025

- Continue to study and advise on amendments and supplements to regulations on the financial mechanism of the Industry; manage and use assets in the direction associated with assigned tasks, improve effectiveness and efficiency in management and use of allocated funds and assets.

- Continue to review and renovate the financial mechanism for non-business units under the VSS in accordance with the Government's Decree No. 60/2021/ND-CP dated June 21, 2021 on the financial autonomy of public non-business units; continue to research to give autonomy to the unit.

- Continue to promote and encourage beneficiaries to receive social insurance and unemployment benefits, and use non-cash payment means in urban areas; to reach 60% of people receiving pensions, social insurance benefits, funeral expenses, death benefits, etc., using non-cash payment means in urban areas.

b) By 2030

- Improve financial management mechanisms and overcome the shortcomings of the financial mechanism, the level of management costs of the previous periods, in line with the practical implementation of tasks of the Vietnamese social security industry.

- Review and improve the financial autonomy of non-business units (except for those without non-business revenue) according to the roadmap specified in Decree No. 60/2021/ND-CP.

- Continue to promote and encourage beneficiaries to receive social insurance and unemployment benefits, and use non-cash payment means in urban areas; to reach 60% of people receiving pensions, social insurance benefits, funeral expenses, death benefits, etc., using non-cash payment means in urban areas.

5. On the construction and development of e-Government, digital Government

a) By 2025

- Successfully deploy the national insurance database according to the provisions of Decree No. 43/2021/ND-CP dated March 31, 2021, meeting the principle of one-source data from, meeting the requirements connecting and sharing information and data resources;

- 100% of online public service level 4 are provided on various means of access, including mobile devices;

- 100% of people and businesses using online public services are granted identity and electronic authentication smoothly and unified on all information systems of the VSS;

- 90% of the information systems of the VSS related to people and businesses are put into operation and exploitation, which are connected and linked through the National Document Interconnection Axis and an integration and data sharing platform; information of people and businesses is digitized and stored in national databases and specialized databases, without re-provision;

- Provide open data according to the Government's regulations in Decree No. 47/2020/ND-CP on management, connection and sharing of digital data of state agencies;

- Maintain interconnection and data sharing between the reporting system of the VSS and the National Reporting Information System;

- Develop and perfect the centralized data collection and analysis system for the social insurance industry (Datawarehouse-DWH) to serve the direction, administration and professional activities of the Vietnamese social security industry;

- 95% of work records of Vietnam's social security industry are processed in the online environment (except for work records that are classified as state secrets);

- 50% of participants in social, health and unemployment insurance have an electronic transaction account with the social security agency, of which 40% use the VssID application.

b) By 2030

- 100% of the information systems of the VSS related to people and businesses are put into operation and exploitation, which are connected and linked through the National Document Interconnection Axis and an integration and data sharing platform; information of people and businesses is digitized and stored in national databases and specialized databases, without re-provision;

- 100% of work records of the Vietnamese social security industry are processed on network environment (except for work records under the scope of state secrets);

- 80% of social, health and unemployment insurance participants have an electronic transaction account with the social security agency, of which 60% use the VssID application.
