Connecting and sharing citizen information between databases: Ensuring confidentiality, security and safety of network information

Deputy Prime Minister (DPM) Vu Duc Dam has just signed Decision No. 1911/QD-TTg dated November 15, 2021 on the connection and sharing between the National Population Database and other national and specialized databases.

The general principle in the connection between the National Population Database with national and specialized databases are ministries, ministerial-level agencies, Governmental agencies, People's Committees of centrally-affiliated provinces and cities managing national and specialized databases (other databases), once there is one of the information about citizens in the National Population Database, which must ensure the conditions specified in Clause 2, Article 7 of Decree No. 137/2015/ND-CP of the Government detailing a number of articles and measures to implement the Law on Citizens Identity, must be connected to the National Population Database.

The connection and sharing of citizen information between databases must ensure confidentiality, security and network information safety in accordance with current law.

The use of citizen information in the National Population Database must comply with the provisions of Article 11 of Decree No. 137/2015/ND-CP of the Government detailing a number of articles and implementation measures of the Law on Citizens Identity, Decree No. 37/2021/ND-CP of the Government amending and supplementing a number of articles of Decree No. 137/2015/ND-CP.

National population database shares information about citizens for national, specialized databases and National Public Service Portal, public service portals, electronic one-stop information system of ministerial-level, provincial-level of ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities to perform management work according to their assigned functions, tasks and powers.

The electronic civil status database, the residence database, the citizen identification database, the medical database and other specialized databases provide information about citizens to the national population database as prescribed by law to ensure the consistency, completeness, accuracy and timeliness of information.

Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally run cities shall share citizen information data in order to handle administrative procedures and state management fields according to their assigned functions, tasks and powers.

The Deputy Prime Minister requested the Ministry of Public Security to assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, government-attached agencies, People's Committees of centrally-run provinces and cities in, connecting and sharing between grassroots national data on population with other databases; assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, government-attached agencies, People's Committees of centrally-run provinces and cities in assessing and checking security holes, ensuring information security and safety when implementing the connection and sharing between the National Population Database and other databases. The Ministry of Public Security shall manage and operate the national database on population to meet technical requirements in connection, sharing, exploitation, use and storage of citizen information data to handle administrative procedures, serving state management and socio-economic development.
