Vietnamese social security industry's digital transformation imprints

With the foundation of IT application over the years, Vietnam Social Security (VSS) has implemented digital transformation under the direction of the Government and has become one of the leading ministries and branches in building a digital government. Currently, Vietnam's social security industry has been making strong strides in accessing and serving participants of social and health insurance, especially in the complicated situation of the Covid-19 epidemic.

Solid foundation

In the 2016-2020 period, Vietnam's social security industry has made breakthroughs in the application of information technology and digital transformation to serve the industry's activities and people and businesses; completed most of the targets on building e-Government set by the National Assembly and the Government.

For four consecutive years 2017, 2018, 2019 and 2020, the Ministry of Information and Communications assessed that VSS has effectively deployed IT applications and online public services, ranked 2nd in the General Ranking of Ministries and Sectors, and ranked 1st in the e-Government Ranking of Government Agencies. With the motto "taking people, businesses as the center to serve", VSS has focused all resources, drastically, vigorously deployed the application of technology and digital transformation, thereby achieving a number of outstanding results.

Accordingly, the VSS has built and completed a database with 6 basic information fields of more than 98 million people, corresponding to nearly 27 million households nationwide (which is the foundation for the formation of the national database on insurance).

VSS has completed and successfully put into operation VssID - the digital social insurance application, by which users can manage and control information about the process of participating, enjoying, benefiting from regimes and policies on social, health, and unemployment insurance; the app also provides services on social and health insurance that are convenient, easy, fast, saves time and travel costs. From June 1, 2021, the VSS has deployed and used the health insurance card on the VssID application to go for medical care and health insurance nationwide. Until now, over 23 million people have installed and used the app.

In addition to perfecting the database system and promoting the application of IT in the industry, over the years, the VSS has also focused on promoting data connection, exchange and sharing with ministries and branches to continuously enrich and improve. Currently, the VSS has connected, exchanged and cross-checked two-way automatic data with the General Department of Taxation; connected and communicated with the Ministry of Justice on birth and death data to serve the issuance of health insurance cards for children under 6 years of age and to settle and pay the death and funeral benefits; connected and shared business registration data with the Ministry of Planning and Investment; data linkage with more than 12,000 health care facilities nationwide; handed over the entire database of households participating in health insurance to the Ministry of Health to build health records and electronic medical records; connected with 05 commercial banks to make electronic payment of receipts and payments; especially regarding data and information connection and synchronization with the national population database, 32 million citizens have been authenticated, etc.

Building and completing the 4.0 ecosystem

With the foundation of IT application, since 2021, the VSS has developed the Master Plan on Digital Transformation of the Industry; promulgated the Plan on IT application to develop the Digital Government and ensure network information security in the operation of the Vietnam's social security industry in the period of 2021-2025; built a system of software, connected in all professional fields of the Industry; step by step built and perfected the 4.0 ecosystem to serve people and businesses with 4 basic services (SMS message service; online payment service; Chatbot customer support system (automatic reply using artificial intelligence); analyzed and exploited Bigdata).

Determining that digital transformation is an indispensable and mandatory requirement to fundamentally renovate the operation mode of the Industry and contribute to the successful construction of a Digital Government, in the coming time, on the basis of the available IT infrastructure and foundation, the VSS shall continue to focus, prioritize resources, and drastically promote the implementation of digital transformation activities in each field of the industry's tasks with a roadmap according to specific phases and phases; in which the focus is on completing the National Insurance Database; applying new technologies and techniques (online identity - eKYC; linking accounts, e-wallet applications for payment, payment regimes, policies, etc.) to complete the "ecosystem of social insurance 4.0", with the ultimate goal to best serve the interests of businesses, people and subjects participating in social and health insurance./.
