The movement aims to inspire patriotism, the tradition of solidarity and creative work of VSS collectives and individuals.

It also encourages collectives and individuals to propose initiatives and solutions to overcome challenges, take preventive measures against the pandemic with the motto of "prevention is a basic, long-term strategy; combat is an important and regular strategy", striving to achieve the dual goals of containing the pandemic and fulfilling assigned political tasks.

The movement has been launched at all VSS agencies. Individuals and collectives with outstanding achievements will receive awards.

With the spirit of "Fighting the pandemic is like fighting the enemy”, general director Nguyen The Manh requested VSS agencies to respond to the movement and encourage collectives and individuals to join in order to push back the pandemic and strive to complete assigned tasks.

The VSS agencies have been urged to follow guidelines of the Party, the National Assembly, the direction of the Government, the Prime Minister and relevant authorities on the pandemic’s prevention and control, at the same time, encourage families, relatives and people to strictly observe COVID-19 protocols to ensure safety for their workplaces and places of residence.

The VSS general director also asked agencies to enhance the role and responsibility of leaders of the units and promote the role of Party committees and relevant authorities.

He asked the leaders to not let down their guard and strengthen inspection on the observance of protocols to limit the infection risk from outside, maintain a safe working environment, contributing to ensuring social security and protecting public health.

The VSS agencies have been ordered to promote IT application, digital transformation and upgrade professional software to build an integrated system.

They have been urged to take creative measures in applying, using the database system and professional software to serve the management and professional activities of the sector, provide services for people and businesses participating in social insurance, health insurance and unemployment insurance.

General Director Nguyen The Manh asked heads of the units under the VSS, directors of local social security agencies of centrally-run cities and provinces to devise specific plans to follow the movement and report the results yearly to the VSS Department of Emulation and Reward.

Earlier in August, PM Pham Minh Chinh launched a special emulation movement that appeals to people nationwide to stay united and join in efforts to combat the COVID-19 pandemic.

He asked authorities at all levels, organisations, agencies, localities, and people across the country to focus on the key tasks of encouraging all people to actively join the COVID-19 fight so as to successfully contain the virus and protect people’s health and lives, while promoting production and business activities to help boost economic recovery and development, create resources for the combat, and guarantee social security, especially for the disadvantaged.

At the same time, he emphasised the importance of the implementation of the motto “speedy tracing, fast zoning, reasonable testing, effective treatment, stopping the spread of infections”.

Chinh said the entire political system would continue to focus on pandemic prevention and control. Party committees and authorities at all levels must uphold their responsibility in the spirit of creativity, daring to think, daring to do, and daring to take responsibility. They must create consensus among people, be proactive, flexible, apply pandemic prevention and control solutions, and have plans and scenarios to promptly respond in all situations.

Frontline forces, including officials, medical staff, army, police and volunteer teams, should continue to show they're willing to stand strong in difficult times with enthusiasm and dedication to the community, Chinh said.

Enterprises and entrepreneurs of all economic sectors are encouraged to promote patriotism, consensus, solidarity, and efforts to overcome difficulties and challenges, maintaining and stabilising production to ensure labourers’ incomes.
