More than 27,000 billion VND sent to employees and businesses after 1 month of UI fund support implementation

Implementation of the Prime Minister (PM)'s Decision No. 28/2021/QD-TTg dated October 1, 2021 on the implementation of policies to support employees and employers affected by the Covid-19 pandemic from the Unemployment Insurance (UI) Fund, after 1 month of efforts and drastic implementation, Vietnam's social security industry has achieved numerous positive results with more than 27,000 billion VND out of a total of about 38,000 billion VND of the support package being disbursed.

Vietnam's social insurance industry urgently and drastically implements support policies from the UI fund

The policy to support employees and employers according to Resolution No. 03/2020/QH15 of the Standing Committee of the 15th National Assembly Standing Committee and Resolution No. 116/NQ-CP of the Government shows the concern and sharing share of the Party and State to employees and employers in difficulty due to the COVID-19 pandemic; contributes to supporting employees participating in UI to overcome difficulties, stabilize their lives, prevent disruption of the labor supply chain and labor shortage after the epidemic situation is under control. Recognizing the importance of the policy, on the day the PM issued Decision No. 28/2021/QD-TTg, Vietnam Social Security (VSS) immediately implemented the policy to support employees and employers affected by the Covid-19 pandemic from the UI Fund throughout the Industry, specifically:

- Issuing Official Letter No. 3068/BHXH-CSXH dated October 1, 2021 of VSS on the implementation of Decision No. 28/2021/QD-TTg, in which clearly states the guiding opinion of VSS in the implementation of the policy, instructions on the implementation process, deadlines and responsibilities of each professional department of the social security agency from the stage of reviewing and sending the list to the employer to the stage of payment of support for employees, as well as the process of reducing contributions to UI fund for the unit; Accordingly, the VSS has shortened the implementation time by 50% compared to the provisions of Decision 28/2021/QD-TTg (specifically: reduced to 5 working days for cases with correct and complete information and 10 working days for cases of adjusting support information).

- Issuing Decision No. 968/QD-BHXH dated October 1, 2021 on the establishment of a Steering Committee to support employees and employers affected by the Covid-19 pandemic from the UI fund.

- Right on October 1, 2021, the VSS held an online conference for the whole industry, deployed to the district-level social security agency to disseminate policies, professional guidance and grasp the spirit of implementing the support package quickly, accurately and conveniently for employees as well as employers.

- The whole industry has promoted and diversified the propaganda and dissemination of the humanistic meaning of the policy to support employees and employers affected by the Covid-19 pandemic from the UI Fund according to Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg, focusing on emphasizing the rights of employees and employers, procedures to enjoy policies as well as responsibilities of employees and employers in providing information and making a list of requests for support for employees, responsibilities and implementation deadlines of social security agencies at all levels.

From that urgent and drastic intervention, and also, on the basis of applying information technology platform in the management of employers participating in UI, the social security agency quickly determined the number of units to reduce the payment, the reduced amount will be paid within 12 months from October 1, 2021. As of October 6, 2021, the VSS has completed determining the reduction in payment for 363,600 units, equivalent to 9.68 million employees with the temporarily calculated amount adjusted to reduce contributions (from October 2021 to September 2022) of about 7,595 billion VND.

Regarding employee support, after 5 days of implementing the policy, social security agencies of provinces and cities have completed the review and sent the list of employees eligible for support to nearly 350,000 units (reaching 99% of the total number of units subject to review) corresponding to more than 10.25 million employees (reaching 99% of the participating employees who are eligible for support).

By the end of October 25, 2021, the whole Industry has received requests for support from 7.37 million employees, of which: the number of employees who have stopped participating in UI is 0.8 million people, the number of employees who have stopped participating in UI is 0.8 million people. The employees who are participating in UI are 6.57 million people at 229 thousand units (equivalent to 65.45% of the total number of units and 64.08% of the number of employees participating in UI have received the list according to Form No. 01 sent by the social security agency); of which 6.8 thousand employees are participating in UI but voluntarily do not receive support.

And by the end of November 1, 2021, the whole Industry has received support from the UI Fund for 8.34 million employees (of which: 7.79 million people are participating in unemployment insurance; 0,55 million employees stopped participating in unemployment insurance) with a total support amount of 19,832 billion VND.

Thus, the implementation of support for employees from the UI Fund according to Resolution No. 116/NQ-CP of the social security agency ensures the set progress. It is expected that by the end of November 15, 2021, the VSS industry will have basically completed the support for employees./.
