In the morning session, the NA listened to Minister of Finance Ho Duc Phuc's presentation of the Proposal; Chairman of the NA's Economic Committee Vu Hong Thanh presented the Verification Report on the draft Law on amendments to the Law on Insurance Business. The Draft Law consists of 8 chapters and 156 articles (amending 81 articles, supplementing 58 articles, annulling 33 articles and keeping 17 articles) compared to the current Law on Insurance Business.

The amendments to the Law on Insurance Business aim to institutionalize the Party's policies and guidelines; overcome the limitations and inadequacies after more than 20 years of implementing the Law on Insurance Business in 2000, ensuring the consistency and synchronism of the legal system and being compatible with Vietnam's international commitments related to the Law on Insurance Business; create and develop a safe, transparent, sustainable and efficient insurance market, approaching international practices, improving competitiveness, and together with the money-credit market and the securities market becoming important capital channels for the economy.

Next, the NA listened to Minister of Planning and Investment Nguyen Chi Dung's presentation of the Proposal; Chairman of NA's Committee for Finance and Budget Nguyen Phu Cuong presented the inspection report on the draft Resolution on a number of specific development mechanisms and policies of a number of provinces and cities: Hai Phong, Nghe An, Thanh Hoa and Thua Thien-Hue.

Next, the NA deputies discussed in groups on the Draft Resolution on a number of specific mechanisms and policies for the development of Hai Phong city; Draft Resolution on a number of specific mechanisms and policies for the development of Nghe An province; Draft Resolution on a number of specific mechanisms and policies for the development of Thanh Hoa province; Draft Resolution on a number of specific mechanisms and policies for the development of Thua Thien-Hue province.

During the session on October 22, the NA listened to Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung present a report on the implementation of social insurance policies, regimes, management and use of the Social Insurance Fund in 2020; Chairwoman of the NA's Committee of Social Affairs presented the Verification Report on this content.

Minister of Health Nguyen Thanh Long presented the Report on the management and use of the Health Insurance Fund in 2020 and the implementation of Resolution No. 68/2013/QH13 on promoting the implementation of policies and laws on health insurance, towards universal health insurance in 2 years 2019-2020.

Followed by that, the NA deputies discussed in groups on the implementation of social insurance policies and regimes, management and use of the social insurance fund in 2020; The management and use of the health insurance fund in 2020 and the implementation of Resolution No. 68/2013/QH13 on promoting the implementation of policies and laws on health insurance, towards universal health insurance in the two years 2019-2020.
