Local social security agencies: Speed up the progress, ensure the fastest support from the UI fund to employees

In the past few days, along with the promotion of communication about Resolution No. 116/NQ-CP, the number of employees completing procedures to receive support from the unemployment insurance (UI) fund also increased sharply. Accordingly, social security agencies of provinces and cities have been speeding up the implementation progress, so that the support money from the UI fund reaches employees as quickly as possible.
In Hanoi:
Director of Hanoi Social Security Office Nguyen Duc Hoa said that the review and comparison of data is of great importance to ensure that the policy reaches the right beneficiaries quickly, timely and accurately. Therefore, the Municipal Social Security Office focused on conducting an urgent review, mobilizing officials and public servants to work overtime during the weekend, clearly assigned responsibilities to each department and individual to complete the set schedule, in the spirit of bringing the Government's Resolution into life soon, and the support to reach the beneficiaries as soon as possible. In the morning of October 4, 2021, 1,184 out of 1,593 employees of Garment 10 Corporation eligible to receive support from the UI Fund under Resolution 116/NQ-CP of the Government were able to receive cash into their personal accounts according to the level of benefits corresponding to the period of participation in UI.

This is one of the first units to receive the support package paid by the Hanoi Social Security Office under Resolution No. 116/NQ-CP of the Government. General Director of Garment 10 Corporation Than Duc Viet said, Garment 10 Corporation has a total of 1,876 officers, employees and workers participating in insurance. Of which, 282 people are on leave, while 1,593 are eligible for support. On the morning of October 4, 1,184 employees confirmed to have received the support amount through their personal salary account, while 409 people did not as they had not completed their personal dossiers and we commit to coordinate with the Social Security Office of Long Bien district this week to review the full information of employees to pay them”.
"I feel that the Government's Resolution came to life quickly and promptly, without any difficulties in administrative procedures. This is a great encouragement of the Government for employees, especially when workers and businesses are severely affected by the Covid-19 epidemic," said Mr. Than Duc Viet.
Director of Hanoi Social Security Office Nguyen Duc Hoa said that in order to best implement Resolution 116/NQ-CP and Decision 28/2021/QD-TTg of the Government on the implementation of policies to support employees and employers affected by the Covid-19 pandemic from the UI Fund, the Hanoi Social Security Office have mobilized human resources to work all day Saturday and Sunday to coordinate to review information with high responsibility to ensure employees receive the quickest support. Director Nguyen Duc Hoa said that in order for the support package to reach employees as soon as possible, it is necessary to closely coordinate as well as the responsibility of businesses in coordinating with the social security agency to review employee information. In addition, employees need to have a personal account to ensure proper and full benefits, especially in the context of the current complicated epidemic.
At the factory, Ms. Nguyen Thi Hong Loan excitedly shared that she was surprised to receive 3,300,000 VND of support into her personal account. The promptly and quickly received money is really meaningful, especially during the current epidemic. And Ms. Nguyen Thi Toan, a worker in the garment factory with a working experience of 6 years and 11 months, received a support of VND 2,400,000 from the UI Fund. “At this difficult time, we are very glad because of the timely sharing, we don't know what to say other than we are really grateful to the Party and State for having the regime and policies to encourage workers like us, especially the social security agency has sent it very quickly and promptly.”
With the spirit of urgency and drasticness, the Hanoi Social Security Office assigns specific tasks to professional departments and social insurance authorities of districts and towns in the whole system based on their functions and tasks to organize and strictly receive and process dossiers of employers and employees with the highest spirit and responsibility, create the most favorable conditions, and coordinate in a timely, flexible and rhythmic manner between the departments, reducing maximum time for employees and employers to receive support as soon as possible.
At Phu Tho Provincial Social Security Office:
Immediately after Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg were issued, along with the close direction of Vietnam Social Security (VSS), Phu Tho Social Security Office proactively and urgently implemented specific activities to soon bring the support package from the UI fund to workers and businesses in the province.
According to statistics, in Phu Tho province, there are 3,200 enterprises with nearly 130,000 employees who are entitled to the reduction of UI premium from 1% to 0% within a period of 12 months (from October 1, 2021 to September 30, 2022) with the amount expected to decrease over 70.4 billion dong. The provincial social insurance agency is also expected to pay over VND 329 billion to support employees from the UI fund.
Mr. Nguyen Ta Tinh - Director of Phu Tho Social Security Office said, in order to promptly and effectively implement Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg, right in the morning of October 1, the agency has established a Steering Committee to support workers and businesses affected by the Covid-19 epidemic; also, developed plans and assigned specific tasks to each unit and individual in order to focus highly on reviewing and preparing data for implementation of support policies.
Moreover, the provincial social insurance agency has sent documents to commercial banks in the area to coordinate in checking information and opening personal accounts for employees, so that the payment of support is timely and accurate. Accordingly, in order to ensure the most favorable conditions for employees, the provincial social insurance agency proposes that for employees who already have personal accounts, banks should check the beneficiary's receiving account information according to the list of social security authorities sent by the province sent every arising payment period and feedback the results to the social insurance agency to transfer money to the beneficiary within the same day. For employees who do not have a personal account, the provincial social insurance agency proposes banks to guide and facilitate opening accounts in the fastest time, to ensure that employees receive timely support funds; at the same time, to strengthen communication so that employees know and use the utility of opening an online account.
According to Mr. Nguyen Ta Tinh, on October 1, the first day of the implementation of Resolution 116, the provincial social security agency mobilized forces to print and send notices to businesses and employees eligible for support policies. Also, it made a list and reviewed the amount of money to be reduced to the UI fund for enterprises. In addition, applying IT to provide technical support to professional departments, social security agencies of districts and towns speeded up the review of information data of employees and businesses; promptly reflected the implementation situation on the mass media.
“The provincial social security agency has assigned staff to monitor and grasp the performance of the professional departments, social security agencies of districts and towns to propose timely rewards to collectives and individuals who do well; to resolutely deal with the cases of employees who cause difficulties for the unit and employees in the process of implementing the support package." - Tinh emphasized.
In Thu Duc City:
Thu Duc City currently has more than 1 million people, including over 400,000 employees working in more than 12,000 units and enterprises. These days, the Thu Duc Social Security Office has been working hard so that employees in the area can receive the meaningful support from the UI fund.
In the past few days, the work pressure at the Thu Duc Social Security Office, as well as the social insurance network of districts across the country has relatively risen. The increasing pressure at this time is due to the fact that the support package from the UI fund is not only deployed to more than 12 million workers nationwide, but also has to be quickly and promptly so that employees can have more financial conditions to overcome difficulties to continue participating in production. With the responsibility and tradition of completing all tasks, Thu Duc Social Security Office and the social security network of districts across the country have been working hard to fulfill their welfare mission.
The processing of applications for support from the UI fund has been carried out in parallel by the social insurance experts of Thu Duc Social Security Office. The card-book issuing team has reviewed and compared the dossiers of employees who have suspended or stopped working at the enterprise and submitted them on the VssID application or the National Public Service Portal. The Collection team reviewed and compared the documents transferred from the units and enterprises via electronic transactions. All dossiers of receipt of support from the UI fund have been reviewed by the Collection team to match the data and full information will be transferred to experts to handle the social insurance regime. Here, after completing the prescribed documents, it will be transferred to the accounting department to approve the payment of support money to the accounts of employees currently working at units and enterprises.
Mr. Huynh Van Trung - Deputy Director of Thu Duc Social Security Office shared: "In the past few days, we have had to see and sign (digital signature) about 1,500 documents, most of which are are related to the employee's request for support from the UI fund, who have temporarily suspended or stopped working at enterprises and created their own dossiers on the VssID application, or the National Public Service Portal. Since October 5, Thu Duc Social Security Office has completed sending the list of employees (Form 1) for units and enterprises to review, adjust and supplement information.
In Nghe An:
Implementing Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg, based on the direction of Nghe An Provincial People's Committee and guidance of VSS, Nghe An Social Security Office has highly focused on the implementation of this policy, with the motto "the policy reaches employees as soon as possible".
On the morning of October 7, five employees working at Nguyen Duc Investment Consultancy Joint Stock Company (Vinh, Nghe An) were happy and surprised when they received a text message from the phone informing they had received the support from the UI fund.
Ms. Nguyen Thi Phuong Nga, an accountant at Nguyen Duc Investment Consultancy Joint Stock Company, said that she approached this policy through the mass media and social security staff. As the company's accountant, right after receiving the list sent by the provincial social security agency, Ms. Nga collated and reviewed the information of each employee in the company, then sent it back to the agency.
Unexpectedly, in a short time, all employees of Nguyen Duc Company had received the support money. I myself have participated in UI for 134 months and received the corresponding support amount of VND 3,300,000. Honestly, I didn't expect to receive the money this early. This is really a great encouragement for myself as well as the employees in the company” - Ms. Nga shared.
Ms. Tran Thi Hue (Dong Vinh ward, Vinh) formerly worked as a worker for an enterprise based in Bac Vinh Industrial Park. In August 2021, due to the impact of the Covid-19 epidemic, she quit her job at the company. After receiving information about the policy, on October 4, Ms. Hue went to the provincial social security agency to submit a dossier to receive the benefits. On the afternoon of October 7, she received the money into her personal account. “The amount of support coming to me at this time is very precious, the policies of the Party and the State are really timely, and the procedures are quick. I'm so happy and surprised," Hue said.
The joy of employees affected by the Covid-19 pandemic when receiving support from the UI fund is the motivation for Nghe An Social Security Office to overcome difficulties in the context of increasing workload and requiring quick resolution. Accordingly, in order for the support policy to reach employees in a timely and accurate manner and ensure safety against epidemics, Nghe An Social Security Office has mobilized all employees to focus on reviewing, receiving and processing dossiers for employees and employers. In particular, many employees have worked day and night, including days off, to ensure smooth processes without affecting the employees' interests.
As expected, in Nghe An province, there are 6,857 employers with 148,635 employees supported to reduce contributions to the UI fund, with the corresponding amount of 85 billion VND. Regarding policies to support employees, as of September 30, the province is expected to have 148,635 employees participating in UI at 6,857 units, with the expected amount of support from the UI fund of VND 379 billion. It is also expected that there are 50,000 employees who have stopped participating in UI from January 1, 2020 to the end of September 30, 2021, whose UI payment period is reserved according to the provisions of law, with the expected amount of support from the UI fund of 127.5 billion dong.
