VssID - Digital Social Insurance: Simple, convenient and secure for users

Recently, at the launching ceremony "VssID Application - Digital Social Insurance on Mobile Devices", organized by the Vietnam Social Security (VSS), Prime Minister (PM) Nguyen Xuan Phuc evaluated, "This application brings benefits to the people, and beneficial things should be brought to the people even from the smallest one, etc."

High security of information

Assessing the features and utilities on VssID application, Mr. Le Dinh Quang, Deputy Head of Labor Relations Department of the General Confederation of Labour informed: It can be said that the services provided by VssID are very practical and crucial, which help employees grasp the implementation of policies on social, health and unemployment insurance, from which they can supervise and protect their rights as well as better implement the regimes and policies on social, health and unemployment insurance.

This is a new service, therefore, during research, we found that there are some difficulties particularly affecting the implementation process:

First, the equipment problem. In order to deploy VssID, it is imperative that employees have a smart phone, and clearly not all the current employees own one, especially the ones of some certain age groups.

Second, difficulties in registration procedures. To use the registration procedure, after the declaration procedure, the user will open a service account. Although attempts have been made to simplify these regulations, because of the principle of confidentiality, there must be a procedure after completing the declaration where the employee must print the registration and take it to the social insurance agency for registration. Such a process would be difficult for workers in factories.

“In addition, during implementation, there may be arised problems that need adjustment. This is a well-issued policy but there will be obstacles, so it is necessary to continue to adjust for this application to come to life in the most favorable way.” Quang said.

Sharing about the procedure issues when installing and using the application, Mr. Nguyen Hoang Phuong, Deputy Director of the Information Technology Center of VSS said: Such questions have been put: Why is it required to submit such declaration or to show the ID card at the counter? I would like to share that, digital social insurance is related to sensitive data that needs to be highly confidential and is attached to people; Therefore, it is required to have identification of each person to prove his/her identity. In addition, when people accept to sign the declaration, they have committed to the agreement that it is allowed to display information on the application. Because we know that, in terms of the law of identity, there is currently no clear legal corridor. However, all personal information is completely confidential.

“It can be said that although adding such a step may cause a bit of trouble for subscribers, it will increase the security of the user information data. Currently, we are planning to deploy various solutions to the implementation plan. We will cooperate with the Post Office, they will act on our behalf to come to confirm the declaration information, compare the ID card and the social insurance party will verify the information provided by the Post Office to verify the process. In particular, the noted contents are such as instructions, conditions for installing, registering an account and using the application; basic utilities, features of the application and benefits of using VssID, etc; To synchronously deploy specific, flexible and practical solutions with the highest political determination to support and guide people to register for personal electronic transactions with the social insurance agency and to use VssID, etc." Phuong emphasized.

VssID application uses the account (name) to log in as the social insurance code. Each individual has only one unique social insurance code. Therefore, users only have one login account (name) corresponding to their social insurance code to use the application. Besides, the VssID application only allows logging in one account on one device at the same time.

When you log in to the second device, the application will issue an (https://dichvucong.baohiemxahoi.gov. vn) to change the password immediately or contact the social insurance agency for support.

If users forget their password, they can choose the function "Forgot password" on the application or on the VSS Public Service Portal (https://dichvucong.baohiemxahoi.gov.vn) and fill in the required information to get their password back.

To actively coordinate to support people

In recent years, storms and floods in the central provinces - Central Highlands have caused serious damage to people and properties, directly affecting the lives and activities of millions of people in the Central region.

“In order to promptly create favorable conditions for people in 10 provinces: Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, and Kon Tum that are severely affected by the storms and floods, VSS has been cooperating with the Ministry of Health to pilot the use of images of health insurance cards in the VssID application on smartphones, replacing paper health insurance cards for medical examination and treatment in health facilities.” Dr. Tran Tung said.

This solution has practical implications for people in flood areas and in the context that most of the paper health insurance cards can be swept away by floods or get lost or damaged.

People can download the VssID app and install it on their smartphones. The VssID application will provide an image of the health insurance card instead of the paper health insurance card on the phone screen if needed. When people go for medical examination and treatment at health insurance facilities of health insurance, the patients can give the image of this health insurance card to the medical examination and treatment facility to carry out procedures for enjoying their health insurance benefits.

The Ministry of Health has sent a document to the medical facilities in 10 central provinces to coordinate with the VSS and the provincial social security agencies to pilot the use of the image of the health insurance card on smartphones for health insurance declaration when going for treatment at medical establishments.

VSSID - an effective tool for transparent and public policy implementation

According to Mr. Le Dinh Quang, VssID is a tool that does wonders for employees. In order to make better use of this service in the future, we have to address several issues. First of all, we may continue to improve the registration procedures to use VssID to make it most convenient for employees to access.

Next, we still expect they continue to supplement and enhance the utilities of VssID in the direction of expanding services. In the short term, VssID not only replaces the pilot, but also on a large scale of health insurance cards and social insurance books. Integration of public services and information must be strengthened to create convenience for workers.

Going forward, we must have online payment utilities. The more public services we integrate here, the more favorable it is for employees, from which they will more actively participate in the policies of social insurance and health insurance and employee-related issues. Thereby, there will be a returning effect, in which, if the employees can fully and properly participate and their rights are guaranteed, they will expand the objects of implementing policies on social security in general. Thanks to that, conditions will be made to apply VssID more effectively. This is what we very much expect in the future.

In the immediate future, we must strengthen communication for employees to understand VssID and the procedures for their active participation. Next, the social insurance, health insurance and functional agencies not only have to monitor, supervise and grasp the implementation situation, but also to resolve any problems that arised. Well-performed policy advocacy also needs to come to life.

Finally, in order to implement VssID, besides specific tasks, policies related to social security in general, and related to social, health and unemployment insurance in particular, also need further reform in the spirit of Resolution 28, as long as these policies remain attractive, diversified, multi-layered and ensure long-term interests for employees. This will help the implementation of policies to be more transparent and open, helping both employees and employers to possess the highest awareness. As such, VssID will finally come to life
