The goal is to reduce the amount of paper-based documents, replacing them with interconnected and shared data, optimizing the time required for the submission, receipt, and processing of administrative procedures; and to enhance the user experience. Data restructuring shall be guided by the principle that "data should be exploited, used, and reused only where it is shared”.
For data that is already integrated and shared, and meets the requirements for processing administrative procedures, data exploitation, use, and reuse should be implemented to automatically fill in information with the National Population Database, the National Social Security Database, and other specialized databases. This, in turn, reduces the amount of information that need to be declared and the number of documents that individuals and organizations are required to provide.
For data that is not yet connected, shared, or does not fully meet the requirements for exploitation, the data holder will continue to use the method of attaching valid documents or submitting physical files directly to the social security office to ensure that administrative procedures are duly processed. At the same time, based on the situation of connecting and sharing specialized databases of ministries and sectors, Vietnam Social Security will coordinate with relevant competent authorities to establish a roadmap for exploiting these data sources to implement comprehensive administrative procedures related to data once the necessary conditions are met.
Another key principle is to maximize the automation of data verification and comparison on centralized software system, and to deliver digital results to the individual/organizational electronic data warehouse on the National Public Service Portal, VNeID, and VssID./.
