On October 14, 2026, Viet Nam Social Security (VSS) issued Plan No. 4146/KH-BHXH regarding the implementation of using social security benefit accounts via the VNeID application for the disbursement of social insurance (SI) and unemployment insurance (UI) benefits, aiming to facilittate the receipt of social security benefits and policies for the public.

According to the Plan, the implementation of social security benefit accounts is intended to enhance connectivity, integration, and information exchange between VSS system and the electronic identification system, serving the management of beneficiaries, processing benefits, and organizing payments. Consequently, it will gradually improve the efficiency, security, and transparency of benefit payments, while also promoting the use of cashless payment methods.

To ensure the rights and benefits of participants and beneficiaries of the policy, VSS has determined that implementation must comply with legal regulations and ensure consistent information between beneficiaries, their authorized representatives, and their Social Security benefit accounts. The implementation process must not interrupt or affect the process of benefit claims and the disbursement of SI and UI payments.

VSS will collaborate with relevant agencies to finalize guidelines on identifying and using accounts; review, standardize, and update beneficiary information; and improve the connection between the electronic identification system and VSS’ software system. Information dissemination, guidance, and support for beneficiaries during the registration, integration, and use of their accounts are also emphasized to help people access and use the services with ease.

According to the roadmap, in October 2026, VSS will focus on developing and finalizing operational guidelines, connection plans, integration, and data exchange. In November and December 2026, relevant units will continue to refine and issue guidelines and establish systems connectivity based on a unified approach. In 2027, the payment of SI and UI  benefits through social security accounts will be implemented in accordance with regulations and the implementation roadmap.

For cases not yet meet the eligibility requirements for payment through the social security account, VSS will continue to implement appropriate payment methods as prescribed, ensuring the rights of beneficiaries. At the same time, any feedback, recommendations, and difficulties encountered during the implementation process will be received, addressed, and resolved promptly.

The implementation of social security accounts is a step towards modernizing payment procedures, enhancing the application of digital data, aiming to serve people more conveniently, safely, and transparently, while ensuring that the processing and enjoyment of SI and UI benefits are carried out in full compliance with the law.
