Intensifying efforts and a firm determination to achieve the 2026 targets
According to Official Dispatch No. 4309/BHXH-TCCB dated October 25, 2026, the Director General of VSS, who also serves as the Chairman of the VSS Emulation and Commendation Council launched the emulation campaign under the theme: “Public employees and workers within the VSS system strive to excel in meeting the targets for revenue collection and expanding participation in SI & HI in the final months of 2026”.
The campaign is being launched against the backdrop of positive results achieved by the entire system in performing its tasks during the first nine months of the year. The numbers of participants in compulsory SI, voluntary SI, HI and UI have all increased compared with 2025. However, participant enrolment results in some localities remain below their potential; certain units have failed to meet their assigned targets, while overdue contributions remain high in many localities.
In response to these requirements, the accelerated emulation campaign has been launched to inspire a sense of responsibility, firm determination and proactiveness among teams and individuals throughout the entire system. It is also intended to motivate faster task implementation, with the aim of fulfilling and exceeding the 2026 targets.
According to the plan, by November 30, 2026, the entire system aims to achieve 18,790,078 participants in compulsory SI, 2,751,094 participants in voluntary SI and 97,923,874 participants in HI, excluding the armed forces.
By December 31, 2026, these targets will be raised further, with the aim of reaching 19,195,635 participants in compulsory SI, 2,807,595 participants in voluntary SI and 98,101,140 participants in HI. These efforts reflect the determination to fulfil the plan assigned by VSS and exceed the participant enrolment targets set out in Government resolutions, with SI coverage reaching approximately 48.1% of the working-age labour force, UI coverage approximately 37.77% of the working-age labour force, and HI coverage approximately 95.98% of the population.
Along with expanding participation, the campaign aims to ensure that total revenue from SI, UI, HI exceeds the target assigned by the Prime Minister under Decision No. 134/QD-TTg dated January 19, 2026, while reducing overdue SI, UI, HI contributions to below 1% of the total amount due.
Implementing comprehensive solutions to deliver tangible improvements
To achieve the set objectives, VSS requires its subordinate units, provincial and municipal social security offices, and relevant organisations to continue promoting solidarity, proactiveness and creativity, and to implement comprehensive and effective measures to meet the targets for revenue collection, reducing overdue contributions and expanding participation in SI, UI, HI, in accordance with the directions and guidance of VSS.
The key focus is on intensifying efforts to implement measures to expand participation and ensure that monthly targets are met; strengthening coordination with local Party committees, authorities and relevant agencies and organisations in communication, outreach and mobilisation efforts to expand participation in SI & HI, particularly voluntary SI and household-based HI.
In addition, units must focus on reviewing and inspecting enterprises that have not registered for participation or have not paid, or have only partially paid SI, UI, HI contributions for their employees, and promptly urging them to comply with regulations. In cases of late payment or evasion of contributions, inspections must be intensified and violations dealt with resolutely. Dossiers must be prepared and submitted to competent authorities to request the initiation of legal proceedings, in accordance with regulations, against enterprises whose violations are subject to criminal prosecution. At the same time, units should proactively report difficulties and obstacles arising during implementation and propose solutions to address them.
The emulation campaign will run from its launch date through December 31, 2026, and will be divided into two phases: Phase 1, from the launch date through November 30, 2026; and Phase 2, from December 1 through December 31, 2026. This phased approach is intended to strengthen progress monitoring and evaluation, enable timely adjustments to solutions, and concentrate resources on localities and units facing difficulties, thereby ensuring that all targets are achieved on schedule.
The Director General of VSS requires heads of subordinate units and directors of provincial and municipal social security offices to implement the campaign rigorously; organise reviews and evaluations of the results in conjunction with VSS’s 2026 patriotic emulation movement; and promptly commend and reward teams and individuals who have demonstrated outstanding performance.
With a spirit of accelerated competition and the determination to “cross the finish line ahead of schedule”, the accelerated emulation campaign during the final months of 2026 is expected to drive significant improvements in contribution collection, reducing overdue contributions and expanding participation in SI, UI, HI, thereby contributing to social security and the fulfilment of the objectives and tasks of the entire system in 2026./.
