Viet Nam Social Security (VSS) has successfully converted social insurance (SI) numbers to personal identification/citizen identity card (PI/CIC) numbers for more than 101.49 million people on the Collection and Management of Books and Cards software system (TST), achieving 99.17% of the total number of people within the conversion scope. Notably, the conversion for people currently participating in SI and health insurance (HI) nationwide has been completed; cases involving people who have ceased participation and those whose data do not yet meet the requirements continue to be reviewed and processed.

Implement the Conversion of SI Numbers to PI/CIC Numbers simultaneouly in a coordinated manner
In line with the policy of promoting digital transformation and standardizing and unifying data for the management and implementation of SI & HI policies, VSS issued Plan No. 3115/KH-BHXH dated August 13, 2026, on converting and using PI/CIC numbers to replace SI numbers and management unit codes on operational software systems.
Under the plan, VSS has simultaneously implemented tasks involving technical infrastructure upgrades, adjustments to operational software, standardization of participant information, & coordinated processing of cases involving inconsistent data. Provincial and municipal social security offices have also reviewed, updated and completed data within their respective management scopes, ensuring the conditions necessary for nationwide conversion.
From September 1, 2026, the conversion was officially implemented on the TST software system. This is one of the key operational systems for managing information on SI & HI participants and providing data to support related operational activities.
The use of PI/CIC numbers in place of SI numbers in the management system marks a step forward in data standardization, contributing to the unification of identification information, reducing data duplication and discrepancies, and facilitating information connectivity and sharing between operational systems.
Based on the results of the TST software conversion, VSS continues to implement technical tasks related to updating and synchronizing data with other operational software systems to support the management, processing and payment of SI & HI benefits, as well as the provision of public services and support to participants.
Over 101.49 million people successfully converted
According to consolidated results as of October 16, 2026, the total number of people covered by the conversion on the TST software system was 102,346,428, including both current and former SI & HI participants.
In there:
- 101,499,314 people were successfully converted to PI/CIC numbers, reaching 99.17%;
- 162,080 people were not successfully converted, accounting for 0.16%;
- 348,254 people had not yet undergone conversion, accounting for 0.34%;
- 336,780 people were not yet eligible for conversion, accounting for 0.33%.
These results show that the conversion progress has achieved a high completion rate, establishing an important foundation for the consistent use of personal identification information in the management of SI & HI participants.
For cases where conversion was unsuccessful, the main causes were inconsistencies in personal information between different operational software systems or incomplete synchronization of SI number data.
For cases not yet eligible for conversion, the main reasons were the lack of PI/CIC number information or discrepancies between personal information and data in the National Population Database.
VSS continues to review, cross-check, supplement, and finalize those cases’ information to facilitate the conversion process once the conditions are met.
Continue to improve data to ensure accuracy and consistency
Following the completion of conversion for current SI & HI participants, VSS continues to focus on processing data for those who have ceased participation and those whose conversion has been unsuccessful, with the aim of completing identification data throughout the entire system.
VSS requires provincial and municipal social security offices to proactively review, verify and update information for cases involving inconsistent data; coordinate with relevant units to process cases where PI/CIC numbers are unavailable or cannot be verified; and carry out conversion again for cases in which information has been supplemented and standardized.
In addition, offices continue to accelerate the updating of management unit codes in operational software systems, prioritizing units with ongoing transactions to ensure continuity and convenience in operational processes.
Specialized units within VSS continue to monitor progress, provide operational guidance and technical support, and promptly resolve difficulties and obstacles arising during implementation at the local level.
The conversion to using PI/CIC numbers to replace SI numbers is one of the key tasks in VSS'digital transformation process. It contributes to building a unified, accurate and synchronized database of SI & HI participants, improving management efficiency and laying the foundation for further administrative procedure reform and better service quality for citizens and businesses./.
