Viet Nam Social Security focuses on 3 core areas, implements 7 specific tasks

This was the concluding direction of Minister of Finance Ngo Van Tuan at the working session on Vietnam Social Security's performance of tasks in 2025 and in the first half of 2026, and its orientations and tasks for the second half of 2026 and the 2026-2030 period.

The Ministry of Finance has issued Notice No. 586/TB-BTC dated 17 July 2026 on the conclusions of Minister Ngo Van Tuan at the working session on Viet Nam Social Security's performance of tasks in 2025 and in the first six months of the year, and its orientations and tasks for the last six months of 2026 and the 2026-2030 period.
Accordingly, Minister Ngo Van Tuan acknowledged and highly appreciated the achievements and contributions of Viet Nam Social Security over the past period, and particularly in the first six months of the year, as reflected in the following: (1) The number of social insurance participants reached 22.23 million (up 17.3%), unemployment insurance 17.56 million (up 14.4%), and health insurance 98.68 million (up 8.1%) year on year. (2) Revenue collected reached VND 338.8 trillion, up 14.5% year on year and equal to 54.2% of the plan. (3) Insurance benefits and policies were settled in a timely and complete manner, with convenient and expeditious administrative procedures that ensure the maximum entitlements of participants. (4) The management of finances, assets and fund investment was carried out rigorously, in accordance with regulations, and in a public, transparent and effective manner, preventing waste, complying with prescribed standards, norms, regimes and policies, and cutting and saving to the greatest extent expenditures that are not truly necessary. (5) Digital transformation was accelerated, with stronger data interoperability, connectivity and sharing.
The Minister acknowledged and highly appreciated the results achieved by Vietnam Social Security both before and after its merger into the Ministry of Finance. He requested that Viet Nam Social Security continue to build on the results achieved and implement its work even more effectively in the time ahead.
Entering a new development stage with the target of double-digit economic growth, Viet Nam Social Security needs to be determined to fulfil the 2026 targets on social insurance, health insurance and unemployment insurance at the highest possible level, thereby creating the premise for completing its targets and tasks and contributing to the overall results of the finance sector in respect of the socio-economic targets for the 2026-2030 period. The Minister requested Viet Nam Social Security and the relevant units under the Ministry to focus on implementing the following key tasks:
Orientations
Viet Nam Social Security's long-term strategy needs to continue focusing on the sector's three core areas, namely social insurance (both compulsory and voluntary), health insurance and unemployment insurance, in particular in association with digital transformation and the application of information technology and artificial intelligence (AI) in its operations, so that insurance procedures become increasingly convenient and expeditious, create the most favourable conditions for participants, and contribute to the country's development. The contribution-benefit principle must be upheld so that social insurance develops in a truly sustainable manner, thereby providing the basis for the subsequent development of other types of insurance services. Viet Nam Social Security needs to continue coordinating closely with relevant units in formulating its development strategy and in studying and proposing amendments to the Law on Social Insurance, so as to safeguard the entitlements of insurance participants and optimise insurance-related resources in the most rigorous, economical and effective manner.
Specific tasks
In order to properly fulfil its assigned duties, in the time ahead Viet Nam Social Security needs to concentrate on the following seven specific tasks:
First, to continue strengthening the management of social insurance, health insurance and unemployment insurance collection; to ensure that collection is correct, complete and timely; and to minimise late payment and evasion of insurance contributions. To take the initiative in coordinating closely with tax authorities and other relevant agencies in managing participants, sharing data and organising collection in line with the functions and duties of each agency, so as to ensure effectiveness and avoid overlap. To strive to fulfil the assigned targets for expanding social insurance, health insurance and unemployment insurance coverage. To continue reviewing the payment and remittance of insurance contributions by the various types of enterprises, and to review and further study the case of single-person enterprises.
Second, to organise the payment of social insurance, health insurance and unemployment insurance benefits to the correct beneficiaries and under the correct regimes, in full and on time.
Third, to strengthen the management and use of the social insurance, health insurance and unemployment insurance funds in a public and transparent manner and in accordance with the law; and to invest the funds on the principles of safety, sustainability and effectiveness, with rigorous risk control, thereby contributing to maintaining the long-term balance of the funds.
Fourth, to continue restructuring and streamlining the organisational apparatus in line with the guidelines of the Party and the State and the directions of the Government and the Ministry of Finance; and to review and refine the functions and duties of its units so as to ensure a streamlined apparatus that operates with efficiency, effectiveness and impact, overcoming any overlap or duplication of functions and duties.
Fifth, to accelerate digital transformation, and to study and draw on the experience of ministries, sectors, agencies and organisations at home and abroad in applying information technology, big data and artificial intelligence (AI) to management, administration and the delivery of public services; and to progressively improve the quality of service to citizens and enterprises as well as the operational effectiveness of the sector.
Sixth, to strengthen administrative discipline and order; to enhance the responsibility of heads of units and of each official, civil servant and public employee in the performance of public duties; and to ensure the progress, quality and effectiveness of task implementation as required by the Central authorities, the Government and the Ministry of Finance, allowing absolutely no delay or lateness. The results of task implementation shall serve as a basis for considering, evaluating and classifying the level of task completion of collectives and individuals in accordance with regulations.
Seventh, to urgently review and fully compile the difficulties, obstacles and recommendations of citizens and enterprises in the fields of social insurance, health insurance and unemployment insurance; and to take the initiative in coordinating with units under the Ministry of Finance to study and propose handling measures and to prepare complete files and documents to serve the Ministry's leadership in attending the Government Standing Committee's meeting with the business community./.
