VSS continues to achieve many positive results in implementing Project 06 and digital transformation

In implementation of the Government's Project 06 and the Ministry of Finance's Digital Transformation Program, as of July 2026, Vietnam Social Security (VSS) has continued to achieve positive results in advancing administrative procedure reform, developing online public services, enhancing data connectivity and sharing, and applying digital technologies to better serve citizens and businesses.

One of the most notable achievements is that VSS has completed the technical connection and full integration of all online public services with the National Public Service Portal (NPSP) at the National Data Center (NDC), with official deployment commencing on 29 May 2026. At the same time, VSS has advised the Ministry of Finance on the issuance of several key decisions to streamline and simplify administrative procedures through the use of shared data, allowing electronic SI  records and electronic HI cards to replace paper-based documents in administrative procedures, thereby reducing processing time and compliance costs for citizens and businesses.

In the implementation of integrated public services, VSS system has processed nearly 2.95 million integrated administrative dossiers, including more than 2.92 million applications for the issuance of HI cards to children under six years of age, nearly 24 thousand funeral grant claims, and more than 1,000 survivors' benefit claims. The system has also received and processed more than 26 thousand transactions for registration and contribution payment under the voluntary SI scheme; over 103 thousand applications for HI card registration and renewal; and more than 2.35 million claims for sickness, maternity, and health recuperation and rehabilitation benefits. In addition, nearly 7.9 million finalized SI record updates have been successfully synchronized with the National Data Center.

The promotion of cashless payment has continued to achieve positive results. During the July 2026 payment period, 94% of pensioners and monthly SI benefit recipients nationwide received their payments through personal bank accounts, contributing to greater transparency, accountability, security, and convenience in benefit disbursement.

In the digital citizen development, 100% of HI-contracted healthcare facilities nationwide have implemented medical examination and treatment using chip-based Citizen ID Cards, with more than 425.1 million successful health insurance card information lookups. VSS system has also received over 710.6 million HI  medical service data submissions, including 291.1 million successful queries of electronic health records, referral forms, and follow-up appointment slips for integration into the VNeID application. In addition, millions of electronic records of driver's medical certificates, birth certificates, and death notifications have been successfully exchanged between healthcare facilities and VSS’s information system.

The development, connectivity, and sharing of data have continued to be pushed. To date, VSS has authenticated more than 100.2 million citizen records in its insurance database, of which approximately 93.7 million SI, HI, and unemployment insurance participants and beneficiaries have been successfully verified against the National Population Database, achieving a verification rate of 99.74%. At the same time, over 54 million data records from the National Insurance Database and sector-specific databases have been successfully integrated and synchronized with the NDC.

At the same time, VSS has continued to enhance its information technology infrastructure, strengthen cybersecurity and information security, implement the migration of its information technology systems to the NDC, and issue a range of regulations and implementation plans to ensure the secure, stable, and uninterrupted operation of its information systems.
