To ensure the smooth and accurate implementation of Online public payment services on the National Public Service Portal hosted by the National Data Center, thereby safeguarding the rights of participants in Social Insurance (SI), Health Insurance (HI), and Unemployment Insurance (UI), Vietnam Social Security (VSS) has issued Official Letter No. 2294/BHXH-CNTT dated July 1, 2026. Accordingly, VSS requires provincial and city social security offices to expedite the review, reconciliation, and complete, accurate updating of collection deposit account information for SI, HI, UI contributions within the Centralized Accounting Software. For cases involving new account openings, changes, or closures, units must update the system immediately and promptly notify VSS (via the Finance - Accounting Department) as per regulations, to ensure that the data used for connection and electronic payments on the National Public Service Portal is always complete, accurate, and timely.
Furthermore, units must regularly review and promptly process newly received contributions for SI, HI, UI, as well as occupational accident and disease insurance, based on electronic payment order information received by the Centralized Accounting Software. This ensures that the participants' contribution records are recorded fully, accurately, and in a timely manner, without negatively impacting participants' benefits.
To ensure effective coordination during the implementation, operation, and resolution of emerging issues, VSS also requires provincial and city Social Security offices to designate liaison officers to collaborate with the National Data Center, the National Public Service Portal, and relevant units.
VSS requiresthat the Directors of provincial and city social security offices seriously implement the aforementioned tasks. The Directors of local social security offices will be held accountable to the Director General of VSS for any errors that affect participants' benefits or disrupt the provision of public services on the National Public Service Portal.
