Resolving obstacles in data transfer, digitized records, and the effective implementation Decree No. 157/2025/ND-CP

On the morning of June 23rd, in Hanoi, Mr. Chu Mạnh Sinh, Deputy Director of Vietnam Social Security (VSS), chaired a working session with the Social Security of the Army (SSA) and the Social Security of the People's Public Security (SSPPS). The meeting focused on the transfer of digitized data and records as a basis for compiling monthly social insurance (SI) pension and benefit payment lists. It also addressed the exchange and resolution of difficulties and obstacles encountered during the implementation of Government Decree No. 157/2025/NĐ-CP. Attendees included representatives from several units affiliated with or under the VSS, as well as representatives from SSA and SSPPS.
Overview of the meeting
Government Decree No. 157/2025/NĐ-CP details and guides the implementation of certain articles of the 2024 Law on SI, including provisions related to the determination of SI contribution periods and the basis for calculating pensions and SI benefits for certain specìic categories of participants… To ensure consistent and coordinated implementation and to protect the rights of participants and beneficiaries of SI policy, VSS organized this meeting with SSA and SSPPS. The purpose was exchange views and reach agreement on methods for coordinating the transfer of digitized data and records and resolving arising practical issues.
During the session, delegates focused on discussing the transfer of data and records of individuals receiving monthly pensions and SI benefits from the SSA and the SSPPS to local social security offices for management and payment purposes, in accordance with regulations.
A representative from the Social Security Policy Implementation Department (VSS) stated that there are still some difficulties and issues in receiving dossiers and data of monthly SI pension and allowance recipients transferred by SSA & SSPPS. Specifically, many cases lack essential information for managing beneficiaries, such as citizen ID numbers, residential addresses, contact phone numbers, or details about the benefit payment method. This affects the process of receiving, managing, and organizing payments at local social security offices.
Regarding this matter, a representative from the Information Technology and Digital Transformation Center emphasized that the connection and data sharing between systems need to be further improved to ensure the completion, accuracy, and synchronization of transferred data. They also proposed strengthening electronic data exchange between parties, accelerating the digitalization of dossiers, and standardizing data structures to effectively support management and information utilization, thereby building a foundation for the goal of achieving 100% digitized electronic records in the near future.
Delegates also focused on discussing contents related to data transfer and digitized dossiers for compiling lists of monthly SI pension and allowance payments; the storage and utilization of electronic dossiers; and the coordination responsibilities between agencies during the process of receiving and managing beneficiaries. They also exchanged solutions to enhance data connection and sharing, ensuring complete and accurate information to effectively support management and policy implementation.
Regarding the implementation of Decree No. 157/2025/ND-CP, units discussed various technical issuse related to the implementation process, especially issues arising in determining period of service, social security contribution periods, and the basis for calculating benefits for cases with service in the armed forces. The opinions aimed at the common goal of unifying understanding and implementation, ensuring the rights and benefits of participants and beneficiaries of social security and health insurance policies.
In his concluding remarks, Deputy Director General Chu Mạnh Sinh of the VSS acknowledged strong sense of responsibility and close collaboration between VSS, SSA & SSPPS in the recent period. He also urged the units to continue strengthening coordination and information exchange to promptly resolve any difficulties and issues that arise during the execution of their duties.
Emphasizing the need to promote digital transformation in the implementation of SI policies, Mr. Chu Mạnh Sinh requested the units to focus on achieving the goal of 100% electronic dossiers, minimizing the circulation of paper documents, and ensuring that data is fully digitized, synchronized, and accurate, making it readily accessible and effectively utilized throughout the entire system. This is a key task aimed at enhancing management efficiency, reforming administrative procedures, saving time and costs, and providing better services to the public.
The Deputy Director General of VSS also proposed that the parties continue to strengthen cooperation in processing and transferring dossiers and data of beneficiaries. This is to ensure the smooth and timely implementation of SI benefits, without affecting the legal rights and interests of the beneficiaries.
In addition, the units need to accelerate the connection, sharing, and synchronization of data between VSS and the social security offices of the Ministry of Public Security and the Ministry of National Defense. They should also establish a regular coordination mechanism for information exchange, electronic record management, and creating a unified data platform to support management, benefit processing, and the payment of social security benefits in accordance with regulations.
