Nationwide intensive Communication Campaign on Health Insurance Launched

Vietnam Social Security (VSS) has just issued Official Letter No. 1968/BHXH-TTHT dated June 16, 2026, requesting all units within the system to organize a Intense campaign for communication, consultation and policy guidance activities for Viet Nam Health Insurance’Day on July 1st.

This initiative aims to contribute to achieving the goal of universal HI  coverage. The implementation is intended to "intensify communication, contributing to the completion of the universal HI coverage target for 2026," while also requiring all units within the VSS system to "organize a high-intensity campaign for communication, explanation, and consultation on policies for Vietnamese HI Day on July 1st."

Regarding objectives and requirements, VSS emphasizes: "To create a synchronized and widespread high-intensity communication campaign from central to local levels on the role, significance, and humanitarian aspects of HI policies; the new points of the Law on HI... contributing to building a sustainable social security system, moving towards the goal of universal HI  coverage."

It also requires "further enhancing the awareness and responsibility of all levels and sectors... bringing about significant improvements in HI participation." It calls for leveraging the core role of the Steering Committees for the implementation of SI & HI policies at all levels in leading and directing the organization and implementation of HI policies in their areas; mobilizing the coordination of state agencies, socio-political organizations, coverage expansion support organizations, and utilizing the role of reputable individuals and organizations in the community in the communication of SI & HI policies.

The Official Letter also clearly outlines the communication content, focusing on major Party guidelines, policies, and laws on HI, and the new points of the 2024 Law on HI, including "expanding the scope of mandatory HI participants; adjusting contribution rates and methods... expanding health insurance covered benefits…."

Notably, starting from July 1, 2026, several new HI policies will take effect. One significant change includes: "Individuals HI participants who seek medical examination & treatment on their own will Be entitled to higher benefit levelfor outpatient treatment in certain cases..."

Alongside these policy updates, communication efforts will continue to highlight the "role, significance, and humanitarian aspect of HI policies", emphasizing their ability to "reduce financial burdens in the event of unforeseen illness or disease." Furthermore, the public will be encouraged to maintain continuous and uninterrupted HI participationthat could affect benefits."

Regarding communication messages, the official document proposes several slogans, including: " Universal Health Insurance – A Foundation for Sustainable Social Protection," "Participating in HI is the Right and Responsibility of all Organizations and Individuals," and "Do Not Let Your HI Card Lapse to Ensure Full Medical Treatment Benefits."

To ensure effective implementation, VSS requires diversification of communication methods. Specifically, Local social security officesare mandated to simultaneously organize a "SI and HI Policy Communication, Consultation and Information Day" on July 1, 2026. Other initiatives include organizing conferences, direct dialogues at the grassroots level, and intensifying digital communication, social media engagement, as well as leveraging traditional media such as newspapers and grassroots broadcasting systems. These multifaceted approaches aim to disseminate policies, raise awareness, and encourage proactive public participation in HI, thereby contributing to the goal of sustainable social protection.
