VSS issued Plan No. 2716/KH-BHXH to launch the program "Giving Health Insurance Cards to people in difficult circumstances, bringing a warm Tết to the poor in the new year."
Granting free health insurance cards to people in difficult circumstances is an annual initiative of Vietnam Social Security, providing practical support to the underprivileged nationwide.
The program aims to respond to the nationwide "For the Poor – Leaving no one behind" emulation movement, launched by the Prime Minister, and work towards achieving universal Social Insurance (SI) and Health Insurance (HI) coverage.
The HI cards donation program is a practical initiative by the VSS system to support disadvantaged individuals who lack coverage. By mobilizing community resources and philanthropists, the program promotes the humanitarian and sharing values of welfare policies. This effort contributes to expanding SI and HI coverage in 2025 and strengthening public trust in the social security policies of the Party and State.
Beneficiaries of the program: The Provincial VSS offices select recipients and compile lists for communes or disadvantaged areas based on mobilized funds. Depending on local conditions, priority is given to those eligible for partial State support to encourage full participation, specifically: near-poor households, ethnic minorities, students, victims of natural disasters, and individuals in extremely difficult circumstances.
Quantity and value of HI cards: The Provincial VSS offices determine the quantity and value of the HI cards based on the registered funding from organizations, businesses, and philanthropists, and the self-contributed funds mobilized locally.
VSS has mobilized nearly 20 billion VND from donors and philanthropists to present approximately 32,000 HI cards to disadvantaged people nationwide./.
