Interconnected Population Data Boosts Efficiency in Health Insurance Fund Management

Effectively connecting and using population data, citizen ID and electronic identification data have brought tangible improvement in managing health insurance (HI)–covered medical examination and treatment, save HI fund between VND 500 billion and VND 1 trillion each year while improving public service quality. The information was released at a review conference on applying population data to socio-economic development in 2025, held on Jan 28 by the Police Department for Ministry of Public Security’s Administrative Management of Social Order.

According to reports, population and citizen ID data infrastructure has been increasingly and comprehensively connected with the national healthcare system. To date, 12,455 medical facilities nationwide have allowed the use of chip-based ID card in place of paper HI card; around 2.5 million electronic medical records have been created; and 373 healthcare facilities have deployed data connectivity via  healthcare data coordination platform.

Real-time data linkage and patient identity verification have enabled tighter control  medical examination and treatment process. This  helps limit HI fund  abuse including duplicate card or ineligible beneficiary. As a result, annual fund leakage has been reduced by an estimated 2–3%, equivalent to savings of VNĐ500–1,000 billion, thereby enhancing fund management efficiency and better safeguarding the rights of participants.

Beside healthcare, population data and electronic authentication continue to affirm foundational role in promoting socio-economic development. 57 credit institutions have integrated biometric authentication by citizen ID cards, while 39 payment intermediaries have deployed biometric verification via VNeID. These measures have cut fraud cases by nearly 60%  and  annual savings of about VNĐ1.3 trillion.

 ID–based authentication for driver licensing registration and driving test reduces examination fraud by 50%–70%, saves an estimated VND 50–70 billion each year. Biometrics application at 18 airports supports fast-track procedures for around 1.4 million passengers, delivering estimated annual saving of approximately VNĐ7.7 trillion for passengers and airlines.

Addressing the conference, Major General Vu Van Tan, Director of the Police Department for Administrative Management of Social Order, stressed that 2026 would mark a critical turning point in applying population data. He noted that the process must move beyond discrete choice experiment,  deliver substantive value through synchronous, efficient operation closely aligned with socio-economic development.

Major General Vu Van Tan called for shifting mindset from “management” to “facilitation and leadership” with people and businesses placed at the centre. Instead of saying “no” , authorities should proactively develop solutions to ensure  things are done properly. A key priority is to establish a controlled regulatory sandbox in  2026, creating a safe legal framework for enterprises to confidently apply new technologies such as artificial intelligence and big data on the population data.

He also propose to strengthen the “three-party” cooperation model involving the State, educational institutions and enterprises, toward promoting the RAR Centre as a hub for research, testing and technology deployment. Data should be viewed as a social asset and a value flow. Large enterprises play a leading role in supporting small and medium-sized firms in the digital transformation process, helping narrow the technology gap.
