Good practices at provincial levels to boost SI and HI participation

To expand social insurance (SI) and health insurance (HI) coverage and improve service quality, various initiatives have been widely implemented at the provincial level of VSS system.
Bringing Voluntary SI to Every Household
Launched in 2019 and intensified from 2020 onward, the initiative “Bringing Voluntary SI Policy to Every Household” has become a widely adopted approach in many localities to expand voluntary SI coverage. Under this model, VSS staff have worked with contribution collection agents such as post offices, women’s unions, and other mass organizations to visit households and provide direct consultations, primarily targeting informal sector workers.
In 2019, VSS and Vietnam Post (VNP) co-organized the first nationwide campaign under the theme "Bringing SI and HI Policies to the People" with pilot programs in Tuyen Quang, Thanh Hoa, and Nghe An provinces. In that year, Nghe An recorded nearly 4,000 new participants, rising to over 8,000 by 2023. The province continues to lead the campaign, particularly with results of its mountainous districts.
In Thanh Hoa, over 6,000 people joined SI in 2022 thanks to household-level outreach campaigns. The model has currently implemented on a regular basis during the peak months of SI communication campaigns (May and November each year).

Creative Savings Models to promote HI coverage
Local social security offices across the Central Highlands of Vietnam have implemented a variety of innovative and effective models to promote HI coverage. Notably, initiatives such as “Saving Piggy Banks to Buy HI Cards”, “Turning Waste into HI Cards” and “Pooling Funds to Purchase HI Cards” have been introduced and attracted wide participation from women.
These social mobilization activities have also successfully gathered resources to support HI cards and voluntary SI books for disadvantaged individuals.
In Tra Vinh, the “Saving Piggy Banks for Voluntary SI” model has expanded to 40 groups with 688 members across 9 districts. This initiative helped enroll over 1,500 new participants in 2021—nearly triple the number in 2020—and more than 2,200 participants in just the first five months of 2022.
In An Giang, various unique communication models have been launched to promote social and health insurance, including “Honoring Units Excelling in SI and HI Policies”, “Model HI Families”, “Social Welfare Piggy Banks” and “Model HI Self-Management Groups”.
Meanwhile, the social security office of Long My Town (Hau Giang Province) actively cooperates with local organizations and mass associations, integrating communication efforts into party cell meetings and boosting promotion on social media. These efforts have contributed significantly to exceeding assigned targets.
In Quang Tri, district-level social security offices have introduced various effective communication models for SI and HI, such as the “Social Welfare Booth”, the “Voluntary SI Theatrical Performance” and the “Model Residential Area Participating in HI and Voluntary SI”. These initiatives have contributed significantly to raising public awareness and building social trust in the Party and the State’s social welfare policies.
In 2024, the province achieved 59,850 new participants in compulsory SI; 28,980 in voluntary SI; and 633,800 in HI, reaching a coverage rate of 96.88% of the population, exceeding the Prime Minister’s target by 1,68% and fulfilling commitments made to the Provincial Party Standing Committee.
In Quang Nam, the traditional folk art of Bài Chòi, an intangible cultural heritage recognized by UNESCO, was proposed to incorporate to diversify methods of disseminating voluntary SI policy. Each session attracted around 300 to 500 participants, with some events drawing crowds of up to 1,000 people. So far, this approach has helped over 8,000 people gain a clearer understanding of SI policies through this innovative communication method, making a positive contribution to the province’s overall results.
Innovative and adaptable initiatives for communication and encouragement of participation in social and health insurance policies have been effectively implemented nationwide, significantly contributing to increased coverage rates and advancing the goal of universal coverage./.
