Quang Nam seeks measures to develop compulsory social insurance, ensuring social security

The social insurance agency of central Quang Nam Province has recently coordinated with the provincial Department of Popularisation and Education to organise a conference with a title: “Developing compulsory social insurance – Real situation and solutions”.

Reporting at the conference, Deputy Director of Quang Nam Social Security Nguyen Van Hung said the province failed to fulfill the target of developing compulsory social insurance, while social insurance debts still existed. So far, more than 2,453 units have not yet registered to join compulsory social insurance, health insurance and unemployment insurance with a total number of 23,360 workers; and 3,110 units have not yet fully participated in compulsory social insurance, health insurance and unemployment insurance with a total of 73,646 workers, including 97,006 workers who have not joined compulsory social insurance, health insurance and unemployment insurance.

During the 2017-2021 period, the number of people of working age joining social insurance increased rapidly. In 2017, the total number of workers joining compulsory social insurance in the province was 847,372, accounting for 19.47 per cent of the workforce. The figure increased to 908,709 in 2021, equivalent to 22.85 per cent of the workforce. However, the figures have not yet met development potential of Quang Nam Province because, in fact, tens of thousands of workers have not yet joined social insurance, health insurance and unemployment insurance.

At the conference, delegates also discussed obstacles and difficulties in State management over the implementation of social insurance policies and proposed measures to deal with these difficulties.

They also discussed measures to prevent and fight violations relating to social insurance, raise awareness of employers and employees in implementing State policies and laws, including the Labour Law and the Law on Social Insurance. They said it was necessary for the provincial social insurance agency to promote information dissemination about social insurance, health insurance and unemployment insurance policies; to carry out inspection and supervision at businesses about the implementation of social insurance policies and law; and to strengthen coordination between the social insurance agency and relevant agencies such as the tax agency and police to better manage data.

Speaking at the conference, Head of the Department of Culture and Society of the provincial People’s Council Tran Thi Bich Thu said Quang Nam is one of localities that have paid great attention to and issued many policies to support and ensure social security. However, many businesses still tried to not contribute or evade social insurance, health insurance and unemployment insurance premium contributions for workers. Therefore, relevant departments and agencies needed to continue enhancing inspection and examination to discover violators.

Le Thai Binh, Vice Chairman of the provincial Fatherland Front Committee, proposed relevant agencies strictly punish units and businesses that were found to violate social insurance and health insurance regulations to protect the interests of workers.

The provincial Fatherland Front Committee will continue organising supervision teams to better implement social security in the province, he said.

Bui Thi Thu Suong, deputy head of the Quang Nam Police’s Economic Police Office, said provincial police have studied and recognised some tricks to evade social insurance payments of units and businesses. During the 2020-2021 period, the Quang Nam Social Security and Police coordinated to work with 52 units and enterprises that were found to have social insurance debts. After that, 47 units and enterprises paid social insurance, health insurance and unemployment insurance debts with a total amount of more than VND32 billion.

Pham Thi Xuan Tuyen, a representative from the Quang Nam Business Association, proposed relevant departments and agencies continue to promote and renew information dissemination on social insurance, health insurance and unemployment insurance and mobilise the participation of relevant agencies to tackle difficulties and obstacles in the implementation process./.
