The whole social security industry of Vietnam with high determination to reach the finish line in the last two months of 2022

On November 2, General Director of Vietnam Social Security (VSS) Nguyen The Manh chaired the industry-wide online briefing in November 2022. The attendants of the conference include the Deputy Chair Commissioner of the VSS Board of Commissioners Nguyen Van Cuong; Deputy General Directors of VSS: Tran Dinh Lieu, Dao Viet Anh, Le Hung Son, Nguyen Duc Hoa, and Chu Manh Sinh and heads of VSS' units. At the local site, there are leaders of social security agencies of provinces and cities, and leaders of specialized departments and district-level social security agencies.

Focus on evaluating the main targets
At the conference, the head of the VSS Office had an overall assessment report on the results of the direction, administration, organization, and implementation of tasks of the whole sector in the first 10 months of 2022, in which, the focus was on a number of key targets achieved by the whole Industry, compared with 2021 and numbers to strive for in the last 2 months of 2022.
After listening to the report, the heads of VSS units and local social security agencies focused on discussing related targets and tasks. Duong Van Hao - Director of the Department of Social Insurance Book and Health Insurance Card assessed, in October, the collection and development of participants of social, health, and unemployment insurance throughout the industry continued to prosper with an increase for all indexes. However, the plan set out in 2022 still needs a long way in order to fulfill the target. In which, social insurance needs to develop more than 2 million people (more than 1 million people for compulsory social insurance; more than 900,000 people for voluntary social insurance). Unemployment insurance also needs to continue to develop more than 1.1 million people and health insurance needs to develop more than 3 million people. Since this is not a small amount of pressure, Hao suggested that in the last 2 months of the year, regarding the development of social, health and social insurance, localities need to follow closely the guiding documents and specific instructions of the VSS, review the assigned targets, and assess the existence and limitations to propose appropriate solutions.

Regarding the health insurance policy, Le Van Phuc - Director of the Department of Health Insurance Implementation - gave some notes to localities with high expenditures on medical treatment covered by health insurance, using over 85% of the estimate. These localities shall coordinate with the Department of Health to advise the Provincial People's Committee on solutions to monitor and control costs and ensure drugs and medical supplies. Regarding the handling of problems and backlogs in the payment of medical treatment costs covered by health insurance in some localities, Phuc emphasized that this is not an outstanding debt of the VSS, but most of these cases are entangled due to insufficient amount of documents, procedures, and conditions for payment and settlement.
At the Conference, leaders of the Inspectorate Department; the Department of Finance and Accounting, and the IT Center also informed and noted with localities about related operations, especially those serving the collection and development of participants in the last months of the year. The goal is to step up irregular specialized inspection in the shortened form; resolutely handle administrative violations when detecting violations; publicize the names of employers owing social and health insurance premiums according to the Law on Social Insurance; coordinate with the police to urge debt recovery according to Regulation No. 01 between the VSS and the Ministry of Public Security; guide expenses for propaganda in the development of participants, and agent remuneration; provide guidance to use, and adjust the software for collection and settlement, etc.

The heads of social security agencies in localities including Ha Tinh, Bac Giang, Ho Chi Minh City, Can Tho and Binh Duong also have a brief report on the achieved results and the implementation of assigned tasks from industry leaders. Especially, it is crucial to focus on the targets to be completed in the last 2 months of the year; state the solutions, and commit to completing the assigned targets and tasks.

At the conference, the VSS Deputy General Directors - Tran Dinh Lieu, Le Hung Son, Nguyen Duc Hoa, and Chu Manh Sinh delivered speeches and evaluated the implementation of the sector's targets and tasks in each field of responsibility.

Deputy General Director Tran Dinh Lieu assessed that the sector's development of participants in social and health insurance is making a lot of progress, especially in health insurance, showing the increasingly enhanced awareness of people and employees about these policies.
In the field of health insurance, Deputy General Director Nguyen Duc Hoa requested that the local social security agencies strengthen coordination with the Department of Health to advise the Provincial People's Committee to propose solutions to ensure the implementation of the health insurance cost estimate set by the Prime Minister; definitively solve problems and backlogs in this area in the locality; make the final settlement in 2022 and sign the contract of medical treatment covered by health insurance in 2023.

Full-time Deputy Chair Commissioner of the VSS Board of Commissioners - Nguyen Van Cuong - suggested that the VSS urgently prepare reports and documents for the upcoming meeting of the social insurance management council. Through listening to reports and opinions at the Conference, Comrade Nguyen Van Cuong noted that, regarding the development of participants of social, health, and unemployment insurance in Vietnam, it is necessary to stick to the goals specified in Resolution No. 28-NQ /TW of the Central Committee to balance and assign targets in the coming years.
At the conclusion of the conference, the VSS General Director Nguyen The Manh praised and highly appreciated the efforts of the whole industry in implementing the tasks of 10 months in 2022. However, Manh evaluated, the task in the last 2 months of the whole industry is still very heavy. Therefore, the General Director requested, the whole industry, to continue to closely follow the guidelines, orientations and directions of the Party, National Assembly, and the Government on social, health and unemployment insurance policies; continue to closely coordinate with ministries and branches in formulating and completing Laws related to the sector's tasks.
Regarding the main indicators, the whole industry needs to continue to synchronously deploy groups of solutions to develop participants; strengthen solutions to urge collection, debt reduction, and debt recovery to pay social, unemployment and health insurance premiums; regularly review and complete the database of non-participants to develop a plan to propagate and mobilize participants of voluntary social insurance and household-based health insurance. It is needed to implement timely and sufficient settlement and payment of social, insurance and health insurance benefits; strengthen unscheduled inspection; strengthen and proactively control costs of medical treatment covered by health insurance, completely solve the backlogs in this field, and clarify the responsibilities of each relevant unit; focus on promoting digital transformation and Government's Project 06, and give priority to perfecting professional software to meet local work requirements./.
