VSS' digital transformation: For the benefit of participants of social and health insurance

Defining digital transformation as an indispensable and fundamental requirement for innovating the operation mode of the Industry, contributing to the successful construction of a digital government, over the past time, on the basis of the existing IT infrastructure, the VSS has focused on prioritizing resources, promoting digital transformation activities, closely following the directions, orientations and goals of the Government and the Prime Minister (PM).
Currently, the digital transformation of the VSS is implemented in each field with the goal of better serving the interests of businesses, people and subjects participating in social and health insurance.

Accordingly, the VSS has actively cooperated with relevant ministries and branches to carry out tasks to build the National Database on Insurance, serving state management, and handling administrative procedures and online public services with ministries and sectors, considering this the foundation for digital transformation.
The VSS has connected and shared data with numerous ministries, branches, and agencies such as the Ministry of Information and Communications, General Department of Taxation, Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs, Ministry of Planning and Investment, National Reporting Information System and health facilities. Thereby, the goal is to serve the collection and development of participants of social and health insurance; implement public services, reform administrative procedures, and better serve participants. Especially, the implementation of features has been successful, including linking birth registration - permanent residence registration - issuing health insurance cards for children under 6 years old; connecting death registration - removal of permanent residence registration - funeral allowance; handling unemployment benefits online, etc.
The VSS has also successfully connected with the National Database on Population, right since this database was officially put into operation. By the end of September 2022, the VSS' system has verified more than 51 million pieces of demographic information contained in the National Insurance Database and the National Population Database. At the same time, the VSS provides and shares over 61 million records of social and health insurance information for the National Population Database.
In order to pilot the medical treatment covered by health insurance with a chip-based citizen ID, over the past time, the VSS and relevant ministries and branches have urgently implemented various tasks and solutions. By the end of September, there were 11,556 health insurance facilities nationwide that looked up health insurance card information using citizen IDs with a chip for medical treatment covered by health insurance, accounting for about 90% of the total number of health facilities nationwide, with more than 3.1 million searches, which brings many benefits to participants of this policy.

In addition, the VSS continues to improve and add useful features to VssID - a digital social insurance application. Currently, there are nearly 27 million accounts registered, installed, and used nationwide; More than 1.6 million turns of using the health insurance card image on this application to go for medical treatment covered by health insurance.
In particular, the VSS has completed providing 100% online public services at level 4 for all administrative procedures of the sector, integrating and providing 20 public services under 14 administrative procedures of the VSS on the National Public Service Portal and 7 public services on the VssID application.
Each year, the Electronic Social Insurance Transaction System receives and processes nearly 100 million applications. In the first 9 months of 2022, the whole industry received and processed more than 70 million electronic transaction records.
It can be seen that, at present, all administrative procedures of the VSS' industry are carried out in the digital space, which creates convenience, and saves time and costs for individuals and organizations when participating in and enjoying social and health insurance regimes and policies. The implementation in the digital space also helps businesses and employees easily track the progress of processing records, check and compare collected data, issue social insurance books, health insurance cards and settle policy regimes, improve high transparency of information. These benefits show that the digital transformation of Vietnam's social insurance industry is on the right track, bringing initial positive results, and contributing to better serving participants of social and health insurance./.
