Vietnam sends nearly 38,000 labourers abroad in first quarter

Vietnam sent 37,923 labourers abroad in the first three months of 2023, accounting for 34.48% of the whole year plan, and more than 15 times higher than the same period in 2022.

After the COVID-19 pandemic, the demand for labour in many markets increased sharply, many domestic companies promoted training and sending workers abroad.
Nguyen Xuan Lanh, deputy general director of ESUHAI, a unit specialising in training and supplying human resources for Japan, said that the demand for workers in Japan has increased significantly. In the beginning of 2023, the company received orders from Japanese companies for 2,400 workers in different industries.
The recruitment demand is the highest in the food and food processing groups, followed by mechanical engineering, manufacturing, and automobile-related industries, he said, adding that recently, there were more recruitment orders in the healthcare sector.
According to the Department of Overseas under the Ministry of Labour, Invalids and Social Affairs , Vietnam currently has nearly 500 enterprises licensed to send workers to work abroad. In March, Vietnam sent a total of 9,494 workers abroad, 8.66 times higher than the same period in 2022.
Nguyen Gia Liem, Deputy Director of the department, said that the number of workers sent abroad increased as the COVID-19 pandemic is controlled, the demand for human resources increases.
Moreover, Vietnamese workers have worked in countries such as Japan, Taiwan (China), and the Republic of Korea for a long time and are positively evaluated by employers for their skills. Meanwhile, businesses that send people to work abroad have prepared their resources through training plans and are ready to send workers abroad at the request of their partners.
In 2023, the ministry will also coordinate with agencies to negotiate labour cooperation agreements with European countries. It is expected that about 110,000 workers will be sent abroad this year.

The allocation of industrial clusters to capable private companies for building infrastructure has helped districts expand industrial clusters, lure more investors in the fields of supporting industry for automobile manufacturing, electronic components production, and traditional crafts.
Gia Vien district is a typical model of developing industrial clusters, namely Gia Van, Gia Lap, Gia Phu. These industrial clusters cover a total area of nearly 150 hectares.
In Yen Mo district, Bao Minh-Khanh Hong Infrastructure Development and Investment JSC has invested into a 70.6-ha Khanh Thuong industrial cluster which has attracted numerous investors.
Ninh Binh province is striving to have 25 industrial clusters by 2025 with a total area of over 946 hectares.
To fulfill the above set target, the provincial People's Committee has exerted efforts and steered localities, sectors, and investors to accelerate the construction of infrastructure in the industrial clusters, especially transport infrastructure.
It also asked competent agencies to speed up administrative reforms and create favourable conditions for firms to finalise documents and dossiers related to the establishment of new industrial clusters and expansion of existing ones.
The province will step up investment promotion, improve the local business climate, remove hindrances and difficulties in terms of mechanisms and policies in a bid to attract strategic investors, and develop clean, high-tech and environmentally friendly industries, thus turning Ninh Binh into a developed province in the Red River Delta.

According to the Department of Overseas Labour under the Ministry of Labour, Invalids and Social Affairs, Japan was the largest market, receiving 34,508 Vietnamese labourers in the period, followed by Taiwan (China) with 31,538, the Republic of Korea (1,608), and China (902).
In June alone, as many as 12,649 labourers were sent abroad, mostly to Japan and Taiwan.
The same month, Vietnamese Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung and the RoK's Minister of Employment and Labour Lee Jung Sik, signed a Memorandum of Understanding (MOU) on sending and receiving Vietnamese labourers to work in the RoK, within the Employment Permit System (EPS) programme.
For Vietnamese guest workers, the RoK is a high-income and close-to-culture market, so it attracts many workers from the Southeast Asian nation. The average income of workers in the RoK ranges from 1,500 - 2,000 USD per month. The EPS programme brings many high-income jobs to Vietnamese workers, as well as contributes to the RoK's development..
