Currently, Khanh Hoa Province has 182,809 mandatory Social Insurance participants, with a coverage rate of 32.27% of the labor force within the age group (the target set by the Provincial People's Council is 34.64%). Additionally, there are 15,183 voluntary Social Insurance participants, with a coverage rate of 2.68% (the target set by the Provincial People's Council is 3.41%). Hence, from now until the end of the year, the entire province must expand an additional 4,140 voluntary Social Insurance participants and 13,419 mandatory participants according to the assigned targets. Regarding Health Insurance, 1,202,980 participants have been expanded, achieving 94.99% of the plan assigned by the Provincial People's Council.

To achieve the goal by 2025, more than 55% of the population after retirement age in the whole province will receive pension, monthly Social Insurance, and retirement benefits, following the spirit of Directive No. 21 dated December 7, 2023, issued by the Provincial Party Committee on enhancing the Party's leadership in Social and Health Insurance work within the province. The plan No. 14012 dated December 29, 2023, issued by the Provincial People's Committee on implementing Social and Health Insurance policies during the 2023 - 2025 period in Khanh Hoa Province, the Department of Labor - Invalids and Social Affairs has strengthened leadership, direction, and organization to expand Social and Health Insurance participants, especially voluntary Social Insurance. The provincial Social Security office and all levels of sectors and localities also organize the implementation of assigned tasks in a synchronized and more determined manner.

"The breakthrough solution in expanding Social Insurance participants in 2024 and the following years set by the Provincial Party Committee and the Provincial People's Committee is to enhance the role of leaders at all levels, mobilize the strength of the entire political system in leading, directing, and organizing tasks related to Social Insurance; launch a movement to encourage Party members, officials, civil servants, employees, and workers to mobilize their relatives to participate and maintain voluntary Social Insurance participation; provide additional support for voluntary Social Insurance participants," said Mr. Le Hung Chinh, Deputy Director of Management and Operation of the Provincial Social Insurance.

Recently, the Department of Labor - Invalids and Social Affairs organized a working session with specialized departments and the provincial Social Security Office to discuss solutions for expanding Social Insurance participants within the province. Mr. Ta Hong Quang - Director of the Department of Labor - Invalids and Social Affairs instructed the specialized departments, the Provincial Employment Service Center, and requested the provincial Social Security Office to synchronize solutions to expand Social Insurance participants in localities from the early months of the year. In the first quarter, the department will finalize and advise the Provincial People's Committee to propose a resolution on supporting contributions for voluntary Social Insurance participants in Khanh Hoa province for the 2024 - 2025 period to the Provincial People's Council; direct units under the department to advise and propose support solutions for voluntary Social Insurance for relatives of revolutionary contributors who have not participated in Social Insurance Office, focusing on voluntary Social Insurance participation among disabled people, ethnic minorities, etc. Additionally, the provincial Social Security Office will promptly deploy tasks to mobilize officials, Party members, civil servants, employees to encourage their relatives to participate in and maintain voluntary Social Insurance.

The department also instructed its subordinate units to continue innovating and diversifying propaganda work, disseminating legal policies on Social Insurance to civil servants, employees, employers, and all layers of the population in the province; propagandizing and mobilizing non-specialized officials in communes, wards, hamlets, and residential areas to actively participate in voluntary Social Insurance. The Provincial Employment Service Center will collaborate with the Social Security Office and tax collection service organizations to allocate personnel directly present at employment service centers in the province to advise on voluntary Social Insurance policies for workers who are entitled to unemployment insurance benefits and when they have transactions.
