Speaking at the meeting, VSS Deputy Director General Nguyen Duc Hoa said the health insurance assessment process was built by the VSS based on regulations guiding the implementation of health insurance and related legal documents.

However, some legal documents were no longer effective and have been replaced by other regulations such as the Government Decree No 146/2018/NĐ-CP and Circular No 09/2019/TT-BYT.

Besides, the application of information technology in managing and paying for medical examination and treatment is inevitable and is institutionalised in legal documents such as regulations on data interoperability for medical examination and treatment management, health insurance assessment and health insurance payment.

Also, many assessment works, which used to be carried out “manually”, are able to be done via the online health insurance assessment system which is connected with other professional software of the sector.

Therefore, the building of a health insurance assessment process is necessary.

The draft health insurance assessment process has created a consensus among all related units and agencies. “I appreciated the Health Insurance Assessment Center and relevant agencies for their active contributions in the construction process,” said VSS Deputy Director General Nguyen Duc Hoa.

Participants at the meeting heard reports relating to the implementation of the health insurance assessment process and discussed difficulties and solutions.
