Co-operation tightened to fight crimes relating to social insurance, health insurance and unemployment insurance

DONG NAI A delegation of the Ministry of Public Security and Vietnam Social Security on October 3 inspected the implementation of Coordination Regulation No 01/QCPH-BCA-BHXHVN on protecting national security, ensuring social order and safety, and fighting crimes in the field of social insurance and health insurance in Dong Nai Province.

The delegation was led by Deputy General Director of Vietnam Social Security Le Hung Son and Major General Tran Dinh Chung, Deputy Director of the Department of Internal Politics under the Ministry of Public Security.

Reporting to the delegation, Pham Minh Thanh, Director of Dong Nai Province’s Social Security, said that Coordination Regulation No 01/QCPH-BCA-BHXHVN between the Social Security of Dong Nai Province and the provincial police had been implemented well.

Accordingly, on April 27, 2022, the two units jointly issued Plan No 25/KH-CAT-BHXH. Crime prevention and control in general and the fight against crimes related to social insurance, health insurance and unemployment insurance received great attention from the Board of Directors of the provincial Police and the provincial Social Security.

Involved parties have assigned a focal point for coordination in accordance with regulations. At the same time, periodic and irregular reports were made to Vietnam Social Security, the provincial People's Committee and relevant departments and agencies.

The exchange of information anp documents between the Social Security of Dong Nai Province and the professional departments of the provincial Public Security has seen many positive changes. For example, they regularly exchange information about crimes, operation methods and tricks that violators use to illegally get benefits of social insurance and health insurance.

The evasion of payments and incomplete payments occurred in the province or the results of the investigation, verification, and conclusions on the handling of related cases were also shared between involved units.

Senior Lieutenant Colonel Nguyen Xuan Thao, Deputy Director of Dong Nai Province’s Police, said that the provincial police and the provincial social insurance agency regularly exchanged and coordinated to proactively prevent and stop violations. Thereby, they detected, handled and prevented acts of profiteering, falsifying and using fake records and documents, and falsely granting sick leave certificates to enjoy social insurance.

Since the beginning of 2022, Dong Nai Social Security has transferred five cases to the Investigation  Police Agency for investigation and handling including a dossier for settlement of the one-time social insurance allowance entitlement of Mrs. H.T.C;  application for settlement of maternity regime of Mrs. L.V.T.N; false records, fraudulent health insurance of Tan Long Clinic; one-time social insurance settlement dossier of Mrs. V.T.H and 11 falsified dossiers of request for settlement of employees' social insurance benefits.

In particular, Dong Nai Social Security is coordinating with the Investigation Police Agency of Long Khanh City Police to propose criminal prosecution for the act of avoiding social insurance contributions against Hanul Line Vietnam Co., Ltd. At the same time, police provided records and documents for the case of false records and fraud in health insurance of Tan Long Clinic at the request of Trang Bom District Police.

As of March 2022, in the province, there are 369 units that have not paid social insurance premiums with an amount of VND259 billion, affecting the interests of over 11,000 employees. The Public Security Agency has coordinated to handle 52 units.

Major General Tran Dinh Chung, Deputy Director of the Ministry of Public Security’s Department of Internal Politics, said that the delay in payment and evasion of payment of social insurance tended to increase, causing damage to employees and causing much public concern.

“Therefore, for problems that exist due to the policy, it is necessary to amend the legal framework to strictly handle violations,” Chung said.

Chung also suggested that the provincial Police and the Social Security of Dong Nai province should study key cases, especially the handling of evasion of social insurance contributions to protect the interests of employees.

Deputy General Director of Vietnam Social Security Le Hung Son said that the coordination between the provincial Police and Social Security bodies was very effective, contributing to the socio-economic development of the locality. In particular, the implementation of social insurance and health insurance regimes and policies was quite favourable thanks to the support of leaders of Dong Nai Province.

Son asked Dong Nai Social Security to pay attention to IT application, and manage and synchronise data of those who participate in social insurance and health insurance.

At the same time, the local police are requested to quickly issue citizen codes to solve issues related to social insurance and health insurance of the people./.
