Decree No.17/2021/ND-CP was issued on March 9 detailing policies of the Government for people who are members of youth organisations or engage in youth movements.

The Decree noted that policies must be implemented in an open and transparent manner and abide by the law. The Government and local authorities will create conditions for young people to participate in voluntary activities.

The Government, local authorities, the Viet Nam Youth Union and other youth organisations will acknowledge and honour young volunteers who make contributions to voluntary activities and propose competent agencies grant awards to them.

Youth volunteers will be given uniforms at least once every two years and youth volunteer cards. They will also have opportunities to attend training courses to improve their knowledge as well as to be considered for admission into the Ho Chi Minh Communist Youth Union and the Communist Party of Viet Nam.

Youth volunteers are given priority to borrow loans from the social policy bank and are entitled to wage regimes, allowances, per diem as well as other regimes and policies specified in programmes and projects approved by competent authorities. They are equipped with necessary working facilities and personal protective equipment to ensure safety in accordance with the requirements of voluntary work.

They will be granted certificates after finishing voluntary work, assisted with vocational training and given jobs in the locality where they performed voluntary work if they want.

Those who wish to settle down in localities of ethnic minority groups, mountainous, remote areas, border areas or islands with disadvantaged socio-economic conditions, will benefit from the State's policies on socio-economic development./.
