PM orders five-year socio-economic development plan for 2021-25

Prime Minister Nguyen Xuan Phuc recently issued Directive No 18/CT-TTg dated April 13, 2020 on the formulation of the five-year socio-economic development plan for the 2021-25 period.

According to the directive, following the 12th Party National Congress Resolution and National Assembly (NA)’s Resolution 142/2016/QH13 on socio-economic development during 2021-25, in the context of regional and global difficulties, under the leadership of the Party, the NA supervision and Government’s active order as well as efforts of sectors at all levels, businesses and the whole community have overcome challenges and obtained important achievements in developing the socio-economy, improving people’s lives and addressing environmental issues.

The Directive pointed out that in the coming period, the world’s economic situation continues to evolve in a complicated and unpredictable manner, while the domestic economy still faces numerous difficulties and potential risks, posing many challenges to the sustainable development process, including the complicated development of the COVID-19 pandemic. Given that fact, the tasks set out for 2021-25 will be very challenging.

The socio-economic development plan in the new period must be built based on comprehensive and accurate review of the plan’s implementation in the 2016-20 period, resolutions of the Party, the NA and the Government.

The new plan’s formulation must also be based on the prediction of domestic, regional and global situations in the future, the PM said.

The targets of the five-year socio-economic development plan in the 2021-25 period must be relevant to the goals set in the ten-year socio-economic development strategy in 2021-30.

PM Phuc requested ministries, national agencies and localities to study and identify the basic issues, focusing on the following points.

1. Plan development background, including judgments, analysis of domestic, regional and international opportunities, advantages, challenges and risks affecting the formulation and realisation of the socio-economic development objectives.

2. General objectives of the five-year socio-economic development plan for the 2021-25 period; specific targets to be attained by ministries, central and local authorities by 2025.

3. Main goals and several major balances, including striving to increase the nationwide Gross Domestic Product (GDP) by approximately 7 per cent on average between 2021 and 2025. Ministries, central agencies and localities should rely on the growth reality of sectors, areas and localities to work out appropriate growth plans, while proposing a number of basic targets for ministries, sectors and localities in the 2021-25 period.

4. Main orientations and tasks include: continuing to improve institutions of the socialist-oriented market economy; promoting rapid and sustainable growth on the basis of maintaining macroeconomic stability and controlling inflation; and accelerating economic restructuring associated with renovating the growth model, improving productivity, quality, efficiency and competitiveness, and strengthening the resilience of the economy.

Boosting the development of economic regions and zones following approved planning; studying to issue regulations on regional coordination and connection; formulating specific mechanisms and policies to promote regional development and regional integration; developing green economic models for regions and economic zones; developing domestic raw material areas; developing marine economy.

Promoting the infrastructure construction such as transportation, seaports, energy, information and communication technology, urban areas and agriculture.

Continuing to build and promote the values ​​of Vietnamese culture, people and the strength of the entire nation; creating jobs and improving people's lives; protecting, caring for and improving the people's health and population quality; disease prevention and control; implementation of ethnic and religious policies; promoting hunger eradication and poverty alleviation; as well as fostering economy in remote, border, island and ethnic minority areas.

Based on the above-mentioned objectives, orientations and tasks, ministries, central agencies and localities have been assigned to specify the mechanisms, solutions and policies to successfully implement the socio-economic development plan for 2021-25. Mechanisms, solutions and policies must ensure uniformity in the principles and common goals, and at the same time must be relevant to practical conditions and growth levels of each industry and each locality./.
