Applying IT in administrative settlement during the period of COVID-19 prevention and control

Following Directive No. 16/CT-TTg, the Government Office has just sent a proposal to ministries, branches and localities to focus on IT application in settlement of tasks and administrative procedures in the period of COVID-19 prevention and control.

In the past time, under the drastic guidance of the Government, the Prime Minister, the involvement of ministries, branches, localities, people and the business community, the implementation of the provision of public services on The National Public Service Portal and the sending and receiving of electronic documents among agencies in the state administrative system have achieved positive initial results. After nearly four months of operation (since December 9, 2019), there are now 226 Level 3 and Level 4 online public services provided on the Portal with over 103,000 registered accounts, 4.3 million records in synchronized status and 27.5 million visits to find out information and services on the Portal. After one year of operation, the sending and receiving of electronic documents on the VNPT Exchange Platform have recorded 1.6 million electronic documents sent and received between the Government Office and ministries, branches and localities, which helps change the working style, minimizing paper documents, saving expenses and promoting the processing of work records in the network environment.

In order to maximize the advantages of e-government information systems conducted by the Government Office, ministries, agencies and localities, minimize the risk of infection, ensure operation of state administrative agencies and meet urgent requirements related to production and business activities of enterprises and people's lives, the Government Office proposes ministries, branches and localities to promote propagating, guide and encourage people and businesses to use Level 3 and Level 4 online public services on the National Public Service Portal, ministerial-level and provincial-level Public Service Portals to restrict people and businesses from going outside or receiving direct contact.

The ministries and branches shall base on the targets of the provision of online public services assigned in the Government's Resolution No. 01/NQ-CP dated January 1, 2020 and Decision No. 411/QD-TTg dated March 24, 2020 of the Prime Minister to build a plan in 2020 to complete the integration and provide 30% of Level 3 and Level 4 online services of ministries, branches and localities on the National Public Service Portal; prioritize resources to immediately deploy these public services to serve people and businesses.

Connect and integrate the online payment system of the National Public Service Portal to promote online payment of charges, fees and taxes, fines for administrative violations, contributions to voluntary insurance or health insurance and other financial obligations in handling administrative procedures, performing public services on the National Public Service Portal, the Public Service Portal at ministerial and provincial levels.

At the one-stop shop at all levels, depending on the practical situation of the ministries, branches and localities, arrange reasonable personnel and necessary conditions for the prevention and control of infection in order to effectively and efficiently serve for cases where organizations and individuals request direct administrative procedures settlement; Complete the sending and receiving of electronic documents of 4 levels by June 30, 2020.

In addition, the ministries and branches shall  strictly implement the sending and receiving of electronic documents and processing of working documents in the network environment in accordance with Decision No. 28/2018/QD-TTg dated July 12, 2018 and other guiding documents of the Government and the Prime Minister (Resolution No. 01/NQ-CP dated January 1, 2020, Official Letter No. 8363/VPCP-KSTT dated September 17, 2019 and Official Letter No. 11796/VPCP- KSTT dated December 26, 2019); ensure completion of sending and receiving electronic documents of 4 levels of government by June 30, 2020 and targets for processing work files (except for confidential documents) in the network environment (80% for ministerial level; 60% for provincial level and 30% for district level).

Ministries and branches shall organize online meetings for ministries, agencies and provincial-level People's Committees in accordance with Clause 3 in Article 33 and Clause 2 in Article 34 of Decision No. 45/2018/QD-TTg dated November 9, 2018 of the Prime Minister stipulating a meeting regime in management and administration activities of agencies under the state administrative system.

Ministries and branches shall coordinate with the Government Office in expanding the scope of the Information System for meeting and settling Government affairs (e-Cabinet) to the demand points of ministries and branches.

Members of the Advisory Council for Administrative Procedure Reform of the Prime Minister shall propagandize to members of their organizations about the National Public Service Portal and encourage enterprises to register and use the public services on the National Public Service Portal; consult with the Government Office, ministries, branches and localities to continue perfecting public services on the National Public Service Portal to better serve citizens and businesses.
