Responding to reporters from the press before the conference took place, the Minister and Head of the Government Office Mai Tien Dung said that the Prime Minister expressed his appreciation to agencies in implementing the task, especially Vietnam Social Security, a pioneer in building data with a capacity of about 85 million social insurance codes, which has a review and control center to detect fraud and incorrect payment when paying for social and health insurance.

At the press conference, the Minister and Head of the Government Office (VPCP) Mai Tien Dung said that on the afternoon of December 9, the Prime Minister will preside over the opening of the National Public Service Portal (NTP). This is an important milestone in the goal of the Government to get people and businesses as service centers and the motto "to take people and businesses as service centers".

Introducing the NTP, Mr. Ngo Hai Phan, Head of the Center for Administrative Control, said that the it has an important role in building e-Government, which is the system that connects the Government with people and businesses through electronic means.

The NTP has 6 main components: National Database on administrative procedures and Questions/answers set related to administrative procedures; authentication platform, single sign-in connecting to the public service ports at ministerial and provincial levels; online payment platform; feedback and recommendation system for people and businesses; integration of online public services of ministries, branches and localities; Online support system and Support switchboard.

The NTP provides 7 main functions: Single sign-in function, using 1 account of the National Public Service Portal to log into the public service portal of the Ministry and localities. Look up information on administrative procedures, public services of all sectors, fields and localities nationwide. Detailed monitoring of the entire process of handling administrative procedures, public services. Support the implementation of administrative procedures and public services in the direction of personalizing user information, providing utilities related to the implementation of public services.

At the time of inauguration, the National Public Service Portal will provide public services, including 5 public services implemented in 63 provinces and cities, including: Changing driver's license, announcing promotional activities, granting re-issued health insurance card due to loss or damage; low-voltage electricity supply services (serving people and households), medium-voltage electricity supply services (serving businesses) and integrated utilities for electricity payment.

Besides, there are 4 public services provided at Ministry level: International driving license, promotion registration, service group about certificate of origin of goods, electronic tax payment for enterprises;

In addition, for the 4 localities integrated in 2019, some additional public services need to be provided, for example, in Ho Chi Minh City is Business household registration and tax registration; Hanoi, Quang Ninh, Hai Phong are Birth registration…

In the first quarter of 2020, there will be  coordination with ministries, sectors and localities to integrate 15 public services into the National Public Service Portal in the fields of tax, customs, business registration, health care, labor , birth registration, security transactions and collection of fines for road traffic offenses./.
