Ha Noi pilots two interconnected public services related to social and health insurance

Following a pilot programme in Ha Nam Province on November 21, Ha Noi launched its pilot programme with two groups of interconnected public services on November 22. These are ‘Birth registration – Residence registration – Health Insurance Card granting for children under six years old’; and ‘Death registration – Withdrawal of residence registration – Reimbursement of burial expenses’.

They belong to four groups of public services that need to be interconnected between ministries and sectors under the Government’s Project on “Applying national population, electronic identification and authentication database for the national digital transformation in the 2022-2025 period, with a vision to 2030” (known as Project 06).
Accordingly, the implementation of the two public services mentioned above enables local people to make one-time declarations of personal information for all three administrative procedures, cut down paperwork, shorten settlement time, streamline administrative procedures and reduce travel time; resolve false information, counterfeits of documents/dossiers, enhancing service quality by State administrative bodies.
Instead of travelling to various administrative bodies and filling in numerous documents, Mr Nguyen Tuan Son spent only 12 minutes at the Tran Hung Dao Ward’s one-stop shop in Hoan Kiem District registering all information on the National Public Service Portal and having all paperwork related to the birth certificate, health insurance card and residence registration for his new-born daughter completed.
“Procedures were processed much more quickly, conveniently and efficiently than before. I appreciate the reform and implementation of this service,” said Mr Nguyen Tuan Son.
Chairman of Tran Hung Dao Ward’s People’s Committee Phung Phuong Thao said: “The interconnected and shared database not only facilitates people but also reduces the workload for public servants.”
At present, the headquarters of the People’s Committees of communes, wards, towns, inner districts and suburban districts in Ha Noi and Ha Nam Province have been connected with the National Public Service Portal to process these two groups of public services.
As planned, the pilot period will run from November 21 to December 20, 2022. It is expected that the model will be extended to all localities across the country as of January 1, 2023 after preliminary reviews to draw lessons from experience.
