Deputy PM inspects the implementation of Project 06 in Ha Nam

HA NAM A Government working group led by Deputy Prime Minister Vu Duc Dam on November 21, 2022 worked with leaders of Ha Nam Province on the implementation of the project “Developing the application of population data, identification and electronic authentication for national digital transformation in the 2022 – 2025 period, with a vision to 2030” (Project 06).

Speaking at the meeting, Deputy Prime Minister Vu Duc Dam said Project 06 was a very important project and had long-term significance in economic and social development.

In the implementation of the Project and digital transformation, the most important factor was data, and to build a good data system, it was necessary to first set up a working group from the province to the grassroots level with the police force playing a core role, Dam said.

Dam requested that immediately after the meeting, departments, branches and socio-political organisations in the province must also urgently step up data collection work.

For the implementation of public services, it was important to help people understand the purpose and meaning of using the services and participate in registration, he said.

“Sectors and levels must deploy public services in the correct process, and match data to ensure synchronisation and connection of services,” he said.

In the future, the province needs to focus on implementing groups of services, including those for land, housing; workers and healthcare.

 

For services relating to workers, based on the actual amount of payment for beneficiaries who get support from the State budget, agencies must coordinate with each other to make statistics on the number, as well as propagate and promote cashless payment.

For healthcare services, the very first things to do were create electronic health records for people; complete vaccination data; and review the resources of all pharmacies, drug stores and medical teams in the area.

In order to support localities in implementing Project 06, Deputy Prime Minister Dam requested ministries and branches have specific directions and guidance, and promptly solve problems.

The province was suggested to assign responsibilities to the Party committees and local authorities at all levels to report on time as regulated.

The implementation of Project 06 of Ha Nam Province has achieved many positive results. The province has established a working group headed by the Chairman of the Provincial People's Committee. The People's Committees of districts, towns and cities were also asked to set up working groups from the district to the grassroots level.

The provincial police have actively strengthened their forces, speeding up the implementation of the tasks of Project 06.

The whole province has received and processed dossiers of 25 essential public services and completed the conditions to connect to the Public Service Portal. The province's electronic one-stop information system was connected with the national population database.

The province continues to direct the upgrading of the information infrastructure system, build the Administrative Procedures Database to integrate, store and share the Public Service Portal and the province's electronic one-stop system, and create a database of individuals and organisations to store the list of administrative procedures. It also deployed the Ha Nam Province’s Cyber Information Security Monitoring Center (SOC).

The province’s Public Service Portal and its electronic one-stop information system have provided 1,741 sets of administrative procedures. The total number of applications received and updated into the system was 231,081, with 99.9 per cent correct and with early settlement, while 66.67 per cent of the applications were processed online.

The province developed applications for residential data, identification and electronic authentication serving five groups. It built an internal process to handle groups of administrative procedures of two connected public services.

The Department of Information and Communications was assigned to assume the prime responsibility for developing the electronic process and digitalise administrative procedures.

The whole province has implemented the digitisation of civil status data following the national population database, applying personal identification numbers and cleaning data. Up to now, 387,086 of 677,944 cases have been inputted into the system (reaching 58.8 per cent); while 44,083 of 677,944 cases have been digitised (reaching 6.5 per cent).

Over 70 per cent of ID cards have been synchronised with valid health insurance cards so that the ID cards could be accepted at medical facilities for medical examination and treatment.

E-ID accounts were activated for 83,446 cases, 96.30 per cent of eligible people were issued with ID cards.

Agencies and units in the province have partially been digitised. The province has built an administrative procedure database to connect to the Public Service Portal and the province's electronic one-stop information system to serve the storage and reuse of digitised results.

However, the implementation of Project 06 in the province still faces some difficulties and problems, especially in data digitisation and infrastructure. Few beneficiaries of social security regimes use ATMs. New ATMs are only available in the city centre and inner district. The province has not evaluated the ability to make e-transactions for the elderly or people with disabilities.

The Chairman of the provincial People's Committee Truong Quoc Huy hoped that during the implementation of the project, the province would receive close attention and direction from the Deputy Prime Minister, ministries and branches to help it overcome difficulties. 

After the meeting, the delegation visited and worked with the One-Stop-Shop Section of the People's Committee of Thanh Phong Commune (Thanh Liem District) to check the actual progress of the pilot implementation of two groups of public services.

The first group is the combination of birth registration, registration of permanent residence, and issuance of health insurance cards for children under 6 years old. The second service group is the death report, deletion of permanent residence registration, funeral allowance, and support for funeral expenses.

Officials from ministries and branches witnessed people coming to register for procedures and declare information; at the same time check the process of connecting and processing data from the database between the Ministry of Public Security, the Ministry of Justice, and Vietnam Social Security to settle regimes and policies./.
