Overview of the Conference

On this occasion, delegated by the Director-General of the Vietnam Social Security (VSS), Ben Tre Social Security Office presented and awarded the Commemorative Medal "For the Cause of VSS" to 05 individuals who have made significant contributions to the construction and development of the VSS: Mrs. Ho Thi Hoang Yen, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Tran Ngoc Tam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the provincial Steering Committee; Mrs. Nguyen Thi Be Muoi, Deputy Chairwoman of the Provincial People's Committee, Deputy Head of the Permanent Office of the provincial Steering Committee; Mr. Nguyen Van Dam, Secretary of the district Party Committee of Cho Lach district; Mr. Vo Thanh Tung, Deputy Chairman of the district People's Committee of Chau Thanh district, Deputy Head of the Permanent Office of the district Steering Committee.

On behalf of the Standing Office of the provincial Steering Committee for the Implementation of Social and Health Insurance Policies, Mr. Duong Van Thang, Director of the provincial Social Security Office - Deputy Head of the Steering Committee, presented a summarized report on the results of the work in 2023, with all 31 tasks completed 100% as planned. The provincial Steering Committee proactively and actively advised on incorporating the targets for the participation rates in social, unemployment, and health insurance into the Resolutions of the Provincial Party Committee, the Provincial People's Council, and the plans of the provincial People's Committee. It also proactively and actively advised the Provincial Party Committee and the provincial People's Committee to promptly issue numerous guiding documents to implement Social and Health Insurance policies in the province.

The member units of the provincial Steering Committee closely coordinated in implementing the planned activities for 2023; specifically, they organized mid-term review conferences and expanded the model of "Raising pigs on the land while voluntarily participating in Social Insurance"; implemented the Coordination Regulation between the Provincial Youth Union and the provincial Social Insurance for the period 2023 - 2027; organized the launch ceremony to respond to the Month of promoting the implementation of Social Insurance nationwide in 2023 according to Decision No. 1676/QD-TTg dated November 21, 2019, of the Prime Minister; cooperated to ensure the rights of people covered by Health Insurance; disseminated information about Health Insurance policies and laws and commemorated the Vietnam Health Insurance Day on July 1; organized the online competition "Understanding the policies and laws on Social, Health Insurance" in 2023; provided guidance on implementing Health Insurance for students in the academic year 2023-2024; organized a conference for media collaborators on voluntary Social Insurance and Health Insurance for households.

Urgently deploying e-government services that meet the digital transformation requirements of the sector and the demands of administrative reform, creating favorable conditions for businesses to invest, operate, and develop to improve the business environment towards convenience, safety, and friendliness, aiming for the satisfaction of the people and organizations; completing the provision of 100% Level 4 online public services for all administrative procedures of the sector according to the guidance of the VSS; particularly implementing 02 groups of inter-agency procedures according to Project 06, which has created conditions for people to access information technology applications in solving individual administrative p rocedures, generating high consensus in the organization's implementation.

The conference focused on discussing and proposing solutions to effectively implement the 35 tasks of the Steering Committee in 2024, the suggestions and proposals of the leaders of departments, and the Steering Committee of districts to effectively implement the tasks in 2024 and the following years, such as: Continuing to disseminate and thoroughly grasp Directive No. 13-CT/TU and the Party's resolutions, policies, and laws of the State on Social Insurance, especially voluntary Social Insurance, and Health Insurance for households; Continuing to disseminate and mobilize to raise awareness among party members, union members, and people about Social Insurance, Health Insurance policies, especially voluntary Social, Health Insurance for households, and Health Insurance for near-poor households, helping each citizen better understand their rights and citizenship responsibilities so that they can agree and actively participate; The provincial People's Committee is actively directing the work of bidding for medicines and medical supplies.

The conference adopted Decision No. 35/QD-BCD dated January 9, 2024, of the Head of the provincial Steering Committee for the Implementation of Social and Health Insurance Policies, commending and rewarding 02 collective achievements of the Steering Committee for the Implementation of Social and Health Insurance Policies in Giong Trom and Mo Cay Bac districts that have made outstanding contributions to the implementation of Social and Health Insurance policies in the province in 2023.

Overcoming difficulties and challenges, with the entire political system involved in directing, operating, and coordinating flexibly and resolutely, the results of implementing Social and Health Insurance tasks in 2023 were very good, specifically achieving 01 out of 15 development targets, exceeding the targets set by the Resolution of the Provincial People's Council for 2023. Specifically, as of December 31, 2023, Ben Tre province had 95.01% of the population participating in Health Insurance (achieving 100% of the assigned target), 16% of the working-age population participating in Social Insurance (achieving 100% of the assigned target), and 13.28% of the working-age population participating in Unemployment Insurance (achieving 100% of the assigned target).

The year 2024 is a decisive year for achieving the targets, objectives, and tasks of the entire term 2020-2025; the Steering Committee has forecasted the situation, clearly identified the task requirements, and the issues posed, based on which it has issued a specific work plan for 2024, with specific goals and assignments to each member with clear completion time and products./.
