Excellent completion of the work of expanding participants in Social, Health, and Unemployment Insurance

As of December 31, 2023, the total number of participants in Social Insurance in Kon Tum province was: 60,428/59,185 people, reaching 102.1% of the assigned plan; an increase of 5,840 people (10.7%) compared to 2022. Specifically: The number of mandatory Social Insurance participants was: 42,409/42,212 people, reaching 100.47% of the assigned plan; an increase of 1,437 people (3.51%) compared to 2022; The number of voluntary Social Insurance participants was: 18,019/16,973 people, reaching 106.2% of the assigned plan; an increase of 4,402 people (32.32%) compared to 2022. The number of participants in Unemployment Insurance was: 35,692/35,691 people, reaching 100% of the assigned plan; an increase of 1,189 people (3.45%) compared to 2022. The number of participants in Health Insurance was: 527,439/520,184 people, reaching 101.39% of the assigned plan, an increase of 20,776 people (4.1%) compared to 2022.

In 2023, the total collection of Social Insurance, Health Insurance, and Unemployment Insurance in Kon Tum province reached 101.93% of the plan assigned by Vietnam Social Security, an increase of 11.1% compared to 2022. The total amount of overdue payments for Social Insurance, Health Insurance, and Unemployment Insurance was lower than 0.06% of the target set by Vietnam Social Security. The number of Health Insurance cardholders in 2023: 998,142 people, an increase of 101,548 people (11.33%) compared to 2022. The amount spent on Health Insurance treatment was 410,007 million VND, an increase of 44,462 million VND (12.16%).

The provincial Social Security has implemented one-time pension payments for 3,071 people, an increase of 864 people (39.15%) compared to 2022. There are 4,813 people receiving monthly pensions and Social Insurance allowances through ATMs, reaching 105.92% of the plan; 1,009 people receiving one-time Social Insurance allowances through ATMs, reaching 105.54% of the plan; 738 people receiving unemployment benefits through ATMs, reaching 100.63% of the plan.

The implementation of Project 06, application of information technology, digital transformation achieved significant results: The number of participants verified correctly with the national population database: 492,797/525,267 (reaching 93.82%). There are 122/122 Health Insurance treatment facilities that successfully look up Health Insurance card information using ID cards with 250,354 successful inquiries. There were 6,569 Birth Certificates received; 47 Death Certificates received. Interconnected Health Insurance card issuance for 3,476 cases; Interconnected resolution of mourning allowances for 15 cases.

After listening to the report summarizing the work of 2023, the direction, tasks for 2024, and the opinions of the delegates attending the conference. On behalf of the leadership of the VSS, Comrade Deputy Director General Chu Manh Sinh acknowledged, highly appreciated, and praised the results of the implementation of Social, Unemployment, and Health Insurance policies that Kon Tum Provincial Social Security Office has achieved in 2023.

In 2024, the domestic and global situation is expected to continue to develop rapidly, complexly, and unpredictably, affecting the implementation of Social, Health Insurance policies. Deputy Director General Chu Manh Sinh proposed that Kon Tum Provincial Social Security Office continue to deploy a comprehensive, effective, determined, flexible, diverse, and resolute implementation of the tasks and directions that the provincial Social Security office has set.

He requests Kon Tum Provincial Social Security Office to continue the serious, coordinated, and effective implementation, concretizing the directives of the VSS, the Provincial Party Committee, the People's Council, the Provincial People's Committee, and further enhancing the 'key role' of the Steering Committee for the implementation of the province's Social and Health Insurance policies. The focus should be on the vigorous and effective implementation of the assigned targets and plans, contributing to the successful execution of the development measures and expanding the coverage of Social and Health Insurance in 2024. It is essential to implement a comprehensive set of measures for the development of participants, strengthen measures to promote the collection, reduction, and recovery of overdue payments for Social, Unemployment, and Health Insurance. Regularly review and improve the database of those not yet participating to develop plans for propaganda and mobilization of voluntary participants in Social Insurance and family Health Insurance.

Efficiently utilize the Health Insurance treatment fund based on the allocated budget sources by the Prime Minister. Develop specific plans, strategies, and forecasts to enhance the quality of medical examination and treatment; implement a comprehensive range of solutions; closely control, effectively prevent abuse, and optimize the Health Insurance fund.

Simultaneously, enhance innovation in inspection and examination work through a combination of traditional and electronic inspection methods, aiming to increase efficiency, quality, reduce human resources, and time. Inspect, monitor, and prevent fraud, abuse, and exploitation of the fund.

Continue to vigorously implement and promote the application of information technology, a strong digital transformation in each working area, based on the efficient exploitation of the existing IT infrastructure of the sector.

Strengthen the launch of specialized emulation movements, implement sudden commendations to timely motivate and encourage officials and workers in fulfilling their duties. Continue to discover, train, and replicate exemplary advanced models, new practices within the unit, especially those exemplary in developing participants in Social and Health Insurance, and administrative reform work, contributing to creating a vibrant emulation atmosphere.
