Enhancing digital application and transformation in social security

On November 18, in Hanoi, Vietnam Social Security (VSS) held an international conference "Artificial intelligence (AI) application in health insurance review and assessment". Deputy General Director of Vietnam Social Security (VSS) Nguyen Duc Hoa attended and chaired the conference.

The attendants were representatives of leaders of a number of VSS units; the online site includes representatives of Microsoft Corporation, the World Health Organization (WHO); International Social Security Association (ISSA); the World Bank (WB); United States Agency for International Development (USAID), US-ASEAN Business Council (USABC), SAP Corporation; National Health Insurance Agency of Korea and Thailand.

The conference is part of a series of activities to promote the digital transformation of Vietnam's social security industry, thereby meeting the requirements of ensuring national social security, and serving people and businesses better and more comprehensively in the field of social and health insurance. The seminar connected the region with the world when there were speakers from ISSA and member organizations of the ASEAN Social Security Association (ASSA).

At the seminar, VSS Deputy General Director Nguyen Duc Hoa affirmed that the industrial revolution 4.0 has been taking place at a rapid pace, affecting all aspects of Vietnam's socio-economic life. As an organization to implement important social security policies of the country, the VSS has made efforts to synchronously deploy tasks and solutions, especially making full use of the spreading power of digitization and information technology to realize the goal of "Building a modern and professional social insurance industry towards the satisfaction of people and businesses", together with ministries, branches and localities to build an e-Government, providing more and more utilities for organizations and individuals when participating in and enjoying social and health insurance policies.

Over the past time, Vietnam's social security industry has deployed many services through electronic transactions. In 2019, professional software has been integrated and connected, in collaboration with the Ministry of Information and Communications and the Ministry of Justice to exploit the database specialized in social. It has connected to the civil status management information system via the national data axis (NGSP). On the basis of IT application, Vietnam's social insurance industry has been perfecting the 4.0 ecosystem to serve people and businesses with the following services: Messages (SMS); online payment; Chatbot system to support customers; providing all possible public services to level 4.

The seminar is part of a series of activities to promote the digital transformation of the VSS, thereby meeting the requirements of ensuring national social security, and serving people and businesses to the fullest.

In the field of medical treatment covered by health insurance, in order to improve the efficiency of healthcare management, reform of administrative procedures, assessment and payment of health insurance, ensuring the interests of people participating in health insurance as well as to prevent the abuse and exploitation of health insurance funds, under the drastic direction of the Government and Prime Minister of Vietnam, the VSS has officially built and operated the Health Insurance Assessment Information System since July 2016.

After being put into operation since the beginning of 2017, the health insurance assessment information system has directly connected data between the VSS and nearly 13,000 health insurance-based facilities from around the world. From the commune level to the central level nationwide, so far, more than 15 billion data records of nearly 1 billion dossiers of requests for payment of health insurance have been received.

Along with that, the implementation of the system helps medical facilities to manage and exploit information and medical history of patients, look up health insurance cards and manage nationwide. At the same time, it helps digitize and establish a database of medical staff, a list of drugs, technical services, and medical supplies at healthcare facilities covered by health insurance. In medical care work, the implementation of the system has helped change the medical treatment management process, reducing administrative procedures and waiting time for patients.

Simultaneously, through centralized database exploitation, the system provides monitoring functions, display by maps, visual charts, reports on the use of health insurance funds, implementing estimates and evaluation on the increase in the frequency and costs of medical treatment at each level, hospital class and details to each medical facility, thereby easily identifying and quickly detecting changes between periods and months in all facilities; warning of health insurance fraud, contributing to information transparency, timely detecting cases of abuse of health insurance or medical facilities having abnormal fluctuations, or health insurance funds being unreasonably used that exceeds actual needs.

With the theme "Korea Digital Health and Information System", Dr. Sang-Beak Chris Kang - Director of Global Cooperation - National Health Insurance Service of Korea (NHIS) gives an overview of the intelligence artificial, and points out the advantages of this application and also gives experiments based on specifically collected data. Thereby, the system will give an overview of the public health system, as well as a better assessment of the health insurance plans of countries in the world in general and Vietnam in particular.
