Online voluntary social insurance, health insurance payment service available on national public service portal

Prime Minister Nguyen Xuan Phuc has asked ministries and State agencies to accelerate the implementation of online public services, reform and further simplify administrative procedures to provide them on the national public service portal.

At the online public services announcement conference to review three months of operating the national public service portal and launch Government information system, Prime Minister Nguyen Xuan Phuc asked all ministries, State agencies, localities and businesses to reduce administrative procedures and expenses for businesses, at the same time, accelerate the implementation of online public services which focused on reforming and further simplifying administrative procedures to launch on the portal. It is essential to cut expenses, create favourable conditions for people and businesses and ensure the availability of at least 30 per cent of level 3-4 public services on the portal by the end of 2020, following the Government’s Resolution No.01/NQ-CP of January 1, 2020 on missions and solutions to conduct the 2020 socio-economic development plan and State budget estimates.

The Prime Minister also asked ministries and State agencies to standardise information and data of administrative procedures and dossier codes on the portal to ensure transparency and help citizens and enterprises to approach, perform and monitor the resolution of administrative procedures by March.

The ministries of Culture, Sports and Tourism; Justice; Defence; Foreign Affairs; Public Security; Internal Affairs, Committee for Ethnic Minority Affairs and Government Inspectorate are to implement technical solutions to connect and integrate with the national public service portal by March 2020.

Ministries and agencies need to improve the online payment of fees, taxes, fines and other financial obligations on the national public services portal, ministry-level and province-level portals to encourage cashless payment. Ministries, agencies and localities are asked to connect to the portal’s online payment system by June 30, 2020.

The State Bank of Viet Nam and Ministry of Finance are in charge of reducing and exempting service fees for online payment to support service users, especially online payment fees for public services. Viet Nam Social Security is asked to provide and integrate the online payment service of voluntary social insurance and health insurance on the portal by June 30, 2020.

To ensure the stability of the portal and better satisfy demands of people and businesses, the Government Office works closely with the Ministry of Public Security, Ministry of Information and Communications and Government Cipher Committee to guarantee cyber and system security and prevent data breach.

The Prime Minister also urged to complete information systems of ministries, State agencies and localities, connect these systems and share data with the Government information system to establish the national information system which aims to serve public agencies, especially the integration of socio-economic indicators stated in Prime Minister’s Decision No.293/QĐ-TTg dated  February 24, 2020./.
